02-23-15 Special City Council MinutesSPECIAL CITY COUNCIL MEETING PRAIRIE CENTER FEBRUARY 23, 2015 5:30 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 5:35 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Jason Warehime, Doug Schroeder and Tom Darkenwald. Staff: Lori Johnson, City Administrator; Andy MacArthur, City Attorney and Sandy Lindenfelser, Special Licensing. 1. Fire Service Update. Mayor Stockamp stated the meeting is being closed pursuant to Minnesota Statute 13D.05 Subdivision 3 C. The property to be discussed is parcel 118-262-001010. Attorney Ron Black was also in attendance. CM Darkenwald motioned to close the closed meeting at 5:35 PM, seconded by CM Heidner. All in favor. Motion carried. CM Darkenwald motioned to reopen the meeting at 6:18 PM, seconded by CM Schroeder. All in favor. Motion carried. 2. Public Works Organization. City Administrator Johnson reviewed the street department organizational structure and the need to get the department back to full staff. Current job descriptions, duties and responsibilities for this department were discussed. CM Warehime motioned to recess the meeting at 6:57 until after the regular City Council meeting. Seconded by CM Schroeder. All in favor. Motion carried. CM Warehime motioned to reconvene the meeting at 7:44. Seconded by CM Schroeder. All in favor. Motion carried. Discussion of the organization, position descriptions, position titles, and duties continued. The Council discussed the pros and cons of promoting internally and advertising externally. The Council directed the City Administrator to draft two position descriptions, one for a street manager and one for an assistant, lead or coordinator that would be second in command. The Council agreed to review the descriptions'at the March 30 meeting. CM Darkenwald left at this time, 8:30 PM. Discussion continued on organization structure and completion of the laser fiche project. The Council requested that approval of the laser fiche position be added to the March 9 consent agenda. 1 3.
