ITEM 1.1ITEM yl_'I OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER MARCH 2, 2015 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: David Thompson, Aaron Stritesky, and Roger Mord, Richard Nichols, Steve Schuck and Jim Kolles. City Council: CM Vern Heidner. Staff: Daniel Licht, City Planner; and Tami Loff, City Clerk. 1. Annual Business: 1.1 Election of the 2015 Planning Commission Chair & Vice -Chair. Commissioner Thompson nominated Pam Black as Chair for 2014/2015. Seconded by Commissioner Nichols. All in favor. Motion carried. Commissioner Nichols nominated Dave Thompson as Vice -Chair for 2014/2015. Seconded by Commissioner Stritesky. All in favor. Motion carried. 2. Consider the following minutes: 2.1 January 20, 2015 Planning Commission Meeting_ Commissioner Schuck motioned to approve as written. Seconded by Commissioner Kolles. All in favor. Motion carried. 3. Public Hearing item: 3.1 Wilson Preserve: A. PUD-CUP/Preliminary and Final Plat to subdivide ten (10) single family lots (including the existing single family dwelling). B. Vacation of existing drainage and utility easement. City Planner Licht presented the Planning Report. Applicant Bill Christian, Christian Builders, was present and agreed with the staff report as presented. He wanted to clarify that the property owner Chris Wilson was able to keep fence along her property. City Planner Licht said yes only the city owned fence will be removed. City Clerk Loff attested that all the proper noticing, posting and publishing has been completed. Chair Black opened the Public Hearing at 7:12 PM. Commissioner Nichols asked if Lots 4 and 7 meet the 150 ft. setback. City Planner Licht said yes. Commissioner Thompson asked if the city will do the mowing. City Planner Licht said yes it will be maintained by the Parks and Recreation Department. Property owner Chris Wilson, 8600 Odean Avenue, said she has ordered shrubs and trees for a visual break along the north and that she is hoping the wildlife will stay. Commissioner Thompson asked if the trail is paved to Odell Avenue. City Planner Licht said yes and said he should note that it's an option to mow and the Parks and Recreation Department has not decided yet. Commissioner Nichols asked for clarification on page 5 item 5 in the Engineers Report. City Planner Licht stated they need to raise the elevation and he is not sure if that has been corrected yet. Commissioner Nichols asked if that should be included in the list of conditions. City Planner Licht said it is already covered under condition 6. Chair Black closed the Public Hearing at 7:21 PM. Commissioner Thompson motioned to approve a Zoning Map amendment rezoning the subject site from A-1 District to R-3 District based on a finding that the request is consistent with the policies of the Comprehensive Plan. Seconded by Commissioner Nichols. All in favor. Motion carried. Commissioner Nichols motioned to approve a Preliminary Plat, PUD -CUP, Final Plat and vacation of drainage and utility easements for Wilson Preserve subject to the following eight conditions. Seconded by Commissioner Kolles. All in favor. Motion carried. 4. Non -Public Hearing item: 4.1 Zoning Ordinance update. City Planner Licht reviewed the proposed Zoning Ordinance amendments for Section 18. After discussion and direction City Planner Licht said a public hearing is required for the amendments; this will be noticed and added to a future meeting. The Planning Commissioners concurred. 5. Update on City Council actions. CM Heidner updated the Commissioners on City Council actions. 6. Update on future Planning Commission Agenda items. City Planner Licht said there is no meeting March 16 and that the next possible meeting is April 6, 2015. 7. Adjourn. Commissioner Stritesky motioned to adjourn at 7:55 PM.
