ITEM 3.3D Parks 3.17.2015ITEM 3_3p OTSEGO PARKS AND RECREATION OTSEGO PRAT RI E CENTER March 17, 2015 7:00 PM Call to Order. Chair Angie Dehn called the meeting to order at 7:00 PM. Roll Call: Chair Angie Dehn; Commissioners: Peter Torresani, Doug Cassady, Jim Breitbach, Cara Husak, Corey Tanner, Susan Krekelberg, Derrick Stark and Michael Stanga. City Council: Mayor Jessica Stockamp and Council Member Doug Schroeder. Staff: Ross Demant, Parks and Recreation Manager and Connie Schwecke, Recreation Administrative Assistant. 1. Open Forum. No Items. 2. Consider agenda approval. Parks and Recreation Manager Demant requested to add I TEM 5.4 to the agenda. Commissioner Torresani motioned to approve the amended agenda. Seconded by Commissioner Breitbach. All in favor. Motion carried. 3.1 February 17, 2015 Regular Meeting Minutes. Commissioner Torresani motioned to approve as written. Seconded by Commissioner Tanner. All in favor. Motion carried. 4. Unfinished Business. 5. New Business. 5.1 Election of Officers. Parks and Recreation Manager Demant introduced and welcomed two new commissioners; Michael Stanga and Derrick Stark. He then asked for nominations to elect the officers for the Parks and Recreation Commission. Demant handed each commissioner a paper to vote for each seat. The ballets were tallied by Council Member Schroeder and Parks and Recreation Demant and Demant announced Commissioner Dehn was elected as Chair and Commissioner Tanner was elected as Vice Chair. Commissioner Breitbach motioned to destroy the ballets for the chair seat. Seconded by Commissioner Tanner. All in favor. Motioned carried. Commissioner Torresani motioned to destroy the ballets for the vice chair seat. Seconded by Commissioner Cassady. All in favor. Motion carried. 5.2 Review of SRF Proposal. Parks and Recreation Manager Demant presented. He stated that the third addition of the Wildflowers Meadows development has been approved, staff has contacted and met with SRF Consulting Group, Inc. to put together a proposal for the planning portion of the park located in the Wild Flowers Meadow development. Demant added that staff gave SRF some broad direction on what amenities to include or exclude in their plan which can be modified any time in the process to allow ideas and input from City Council, Parks and Recreation Commission, residents and staff. There was discussion on concepts plans and different consulting groups. Commissioner Cassady motioned to recommend to the City Council to begin the planning process with SRF Consultants for Wildflower Meadow Park. Seconded by Commissioner Breitbach. Vote 6 -1 Motion carried. 5.3 Set up tour of Park System. Parks and Recreation Manager Demant presented. He stated in previous years, Planner Dan Licht has led the park tours and it was found to be very insightful. After discussion, a date of May 19 from Spm — 8pm was set. There will be a Parks and Recreation Commission meeting at 5 p.m., following that meeting the tour will commence. 5.4 90th Street Trail Addition. Parks and Recreation Manager Demant presented. He presented a map of the future addition to the 90th Street trail and a discussion followed. Commissioner Husak motioned to recommend the 90th Street Trail concept design plan to the City Council. Seconded by Commissioner Torresani . All in favor. Motioned carried. 6. Parks and Recreation Manager Update. Parks and Recreation Manager Demant presented. He stated that the City's View which includes the program guide has been e-mailed out all Otsego households. Also, the parks and recreation program guide has been e-mailed out to current and past program participants and additional recipients using the District 728 e- mail list. Demant added that the department hired three new Recreation Assistants and promoted two employed staff to Recreation Leads. He also discussed the upcoming Easter Egg Hunt. 7. City Council Reports. Council Member Schroeder presented. He stated that the City Council did approve the plan for the City's first archery range including one shooting lane for broad head arrows. Schroeder also discussed that the Wilson Property was moving forward. He mentioned that Administrative Service Director Dan Jordet has submitted his resignation. 8. Adjourn.
