BACKG ROU ND/1 USTI FICATION:
Boondox Bar and Grille is proposing to have an outdoor music event in the outdoor patio area of the
property on 27 June 2015 from 4:30PM to 12:30PM. Boondox is limited to only one outdoor music
event for 2015 by Section 7-5-3.13 of the City Code due to the proximity of adjacent residential uses.
Details regarding the event are attached for reference and indicate the stage would be west of the
building. Boondox is proposing to have private staff provide security for the event, which they did last
year for a similar event and there were no issues. In accordance with Section 7-5-5.0 of the City Code
regarding special events, Boondox will be required to obtain a mailing list of properties within 350 feet
of the subject site and provide notice of the event not less than five days prior to the event.
The City Council tabled consideration of the special event permit at their meeting on 13 April 2015 to
allow Boondox to provide documentation of additional off-street parking. Boondox has had discussions
with the Bank of Elk River and AmVet properties regarding use of their parking lots for additional parking
for the event. Written documentation of the approval to utilize these properties for additional parking
will be provided prior to the City Council meeting on 27 April 2015.

Instructions: Written application for special event permits must be made at least thirty (30) days in advance
of the event's proposed date. This application period shall not begin to run until a complete application has
been filed with the City. 'A fee, in the amount set by the City's fee schedule, shall be paid to the City along
with the completed application form. Failure to provide a complete application or to pay the fee, as herein
required, is sufficient reason to deny the special event permit.

We will have 2 portable Biffs. The event will take place within our property limits and within
our chain fenced area.
We will have security (bouncers)at the front entrance and the back, as well as outside by the band
area.
We don't expect additional parking will be needed. Our main parking in the front, back lots and
the church / vet parking will be adequate.

L. Identify any sources of outdoor noise and use of equipment to amplify sound.
M. Describe any temporary construction including but not limited to stages, shelters, fences, stairs,
ramps or other structures.
N. Provide a plan for post event clean-up of the site and surrounding area, removal of advertising or
promotional materials and trash disposal.
O. Submit documentation of adequate insurance, including liability and/or Dram insurance as may be
applicable.
P. The City Council and/or City staff may request any additional information deemed necessary to
consider the special event permit application.

The Bank of Elk River has given permission for the Boondox Bar and Grille to use our parking lot June
27" 2015 as an overflow parking lot.
The Bank of Elk River only asks that the parking lot will be cleaned from any debris left over from the
festivities by Sunday afternoon.

SPECIAL EVENT PERMIT
APPLICANT: Boondox Bar and Grille
APPLICATION: Request for approval of special event permit for Boondox to have outdoor music on
27 June 2015 from 4:30PM to 12:30AM.
CITY COUNCIL MEETING: 13 April 2015 and tabled to 27 April 2015
FINDINGS: Based upon review of the application and evidence received, the City Council of the
City of Otsego now makes the following findings of fact:
A. Requests for special event permits are subject to the provisions of Chapter 7, Section 5 of
the City Code.
B. The event application submitted by Boondox Bar and Grille is incorporated herein.
C. The Request for Council Action prepared by the City Planner, The Planning Company LLC,
is incorporated herein.
DECISION: Based on the foregoing information and applicable ordinances, the application is
hereby APPROVED subject to the following conditions:
The live outdoor music shall be allowed only on 27 June 2015 from 4:30PM to 12:30AM.
2. Any modifications to the submitted site plan for activities on and off site shall be subject to
review and approval of City staff.
3. On -sale liquor shall comply with Chapter 7, Section 3 of the City Code and any violations
thereof shall be enforced subject to Section 7-3-11 of the City Code.
4. The applicant shall provide a mailing list obtained from the Wright County Auditors Office of
all properties within three hundred (350) feet of the subject site and provide for mailing of
notice of the special event in accordance with the City Code.
5. The applicant shall provide written documentation from the property owner of 15670 90th
Street allowing off-street parking upon the premises for the event.
6. All event signs shall comply with Section 37 of the Zoning Ordinance including issuance of a
sign permit.
