ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No Yes BACKGROUND/JUSTIFICATION: Packard Avenue between 60th St and 70th St is a paved street. The existing roadway consists of a 3 %" of bituminous surface approximately 24' feet wide. The pavement is 24 years old and is experiencing rutting, surface spalling, and thermal cracking due to its age. The value of existing housing is positively benefited by accessing a bituminous paved street in good condition. The existing street surface has a PCI (Pavement Condition Index) Rating of 42, well below the average in the City of Otsego. Typically, pavements within PCI Ratings of 50 or less are in their final stages of useful life and will need to be reconstructed or overlayed in the very near future. City Council authorized the preparation of a Feasibility Study to determine what needs to be completed to remedy the issues, determine a cost estimate and allocate costs. A public hearing to present the study to the residents will need to be held at a council meeting with council possibly continuing toward a project with the potential for assessments in accordance with MN State Statue 429. A resolution will be presented at the next council meeting, May 11th, to determine if the council wishes to prepare plans and specifications for the purpose of obtaining bids for the project. D PROPOSED STREET OVERLAY PACKARD AVENUE — 60TH STREET TO 70TH STREET CITY OF OTSEGO, MN INTRODUCTION The purpose of this Feasibility Report is to present the City of Otsego with a preliminary examination of municipal street improvements for Packard Avenue in Otsego, Minnesota (see Exhibit A — Project Location Map). The report discusses the proposed scope of improvements, preliminary cost estimates and a project schedule. The report has been prepared in compliance with Minnesota State Statutes 429 for projects resulting in special assessments. Some of the residents of Packard Avenue have contacted the City regarding street issues over the past several years. Due to the number of contacts, City Council authorized a Feasibility Report be completed to determine costs and potential sources of funding. PROPOSED PROJECT The proposed street improvement project consists of improving Packard Avenue, from 60th Street NE to 70th Street NE. Improvement work includes skin patching existing spalled areas, placing a leveling course to fill rutting and other imperfections to restore cross slope and placing an 1 %" overlay. Shouldering and striping would also be part of the project. No storm sewer or driveway work would be completed as part of the project. The proposed street typical section would be in general conformance with City Street Standards. The street section would be a paved rural section with no curb and gutter (see Exhibit B). Surface water within the project area will be conveyed the via the existing system through a combination of driveway culverts, ditches and cross culverts. III. INITIATION The feasibility report was initiated by the City Council due to issues regarding the age, pavement condition, and residents' concerns regarding the street. IV. FEASIBILITY From an engineering standpoint, the project is feasible, and will benefit the properties being served. It can be accomplished as proposed, and need not be constructed in conjunction with any other project. The City and the persons assessed should review the project for benefit to determine the economic feasibility of the proposed improvements. l�7Cr7:��i7 4 L 11-:1 i"k&? The existing streets and proposed street improvements are located within the existing 66 foot wide right-of-way. VI. PERMITS At this time, the only permit required may be a County Right -of -Way permit for the CSAH 37 Intersection. VII. COMPLETION This project is proposed to be completed during the 2015 construction season. VIII. ESTIMATED PROJECT COST Included in this report is a detailed estimate of construction costs for the street improvements. The costs quoted herein are estimates only and are not guaranteed prices. The quantities are estimates also. The contractor will be paid only for work completed. The cost estimates are based on previous projects costs. PROPOSED FUNDING The funding for this project is expected to be provided by two sources, the City of Otsego and the benefiting property owners. The project costs could be split between the City of Otsego and the benefiting properties (Exhibit D). The benefiting property owners is proposed to be assessed approximately $80,000 and the City would provide the remaining 50% of the cost approximately $80,000. !n XI. ESTIMATED ASSESSMENT By dividing the total benefiting property assessment cost ($80,000) by 22, the number of assessable units, an assessment value is obtained. The estimated cost per unit was determined to be $3,636.36 for the rural section (Table III Benefiting Property Assessment Summary). The per unit method of assessment was used due to all the benefiting properties are single family homes and use the street in much the same manner. CONCLUSION AND RECOMMENDATION This report analyzed the feasibility of improving Packard Avenue, from 60th Street NE to 70th Street NE. The proposed improvements are necessary, cost effective and feasible from a technical and engineering stand -point, and benefit the properties proposed as shown on Exhibit D. The project is proposed to be funded by assessing the benefiting properties as well as receiving funds from the City of Otsego. The council will consider the making of such improvement in accordance with the report and the assessment of benefiting property for all or a portion of the cost of the improvement pursuant to Minnesota Statutes Chapter 429 with the estimated total cost of the improvement being $160,000. 2. A public hearing shall be held on such proposed improvement on the 26th day of May, 2015 in the council chambers of the city hall at 7:00 p.m. and the clerk shall give mailed and published notice of such hearing and improvement as required by law.
