BACKGROUND/JUSTIFICATION'
of the project and re -quoting the 90th Street Trail Project.
IS A PUBLIC HEARING REQUIRED?
The 90th Street trail will connect the existing trail along Nashua Avenue to trails within Prairie Park. This
will provide an off street alternative to using 90th Street for pedestrians coming from the north along
Nashua Avenue and from the Meadow Creek development. This project was included in the 2015
Capital Improvement Plan (CIP). The project will also provide two high visibility push button pedestrian
cross walks across 90th Street.
Because the project was estimated to be below $100,000 only quotes were required. Request for
Quotes were sent to 6 contractors. Quotes were received from 2 contractors April 22, 2015. The quotes
received area as follows, lowest to highest.
Midwest Asphalt Corporation $99,449.00
Rum River Contracting $135,051.00
The estimated cost of the project was approx. $69,500 and the amount budgeted in the CIP is $57,070.
The reasoning for the large difference between the Engineers Estimate and the bid price (43% higher)
cannot be attributed to any single item or group of items since the cost for nearly every item was higher
than anticipated. We did receive a couple of phone calls from contractors that said they were too busy
at this time of the year to take on this work. Therefore we feel that the time of the year as well as the
tight schedule of the project (finished paving by June 1St) may have contributed to the few number of
bids and the higher bid prices. The Council may consider extending the completion date to later in the
summer. The Council may also consider removing the push button pedestrian cross walk signals from
the project and instead using regular pedestrian crossing signs with painted cross walks.
