08-12-98 SCCCITY OF OTSEGO COUNTY OF WRIGHT MINUTES OF AUGUST 12, 1998 7:OOPM SPECIAL MEETING 1MAYOR FO T NI .R WHX CALL MEETING TO ODDER Mayor Larry Fournier called the meeting to order at 7:OOPM. Roll Call: City of Otsego: Larry Fournier, Mayor, and Councilmembers Vern Heidner, Mark Berning, Suzanne Ackerman, and Virginia Wendel were present. City Staff: Michael Robertson, City Administrator, Elaine Beatty, City Clerk/Zoning Administrator, and Dan Licht, Assistant City Planner were present. City of Albertville: Mark Olsen, Mayor, and Councilmembers Duane Berning, Robert Gundersen, Patricia Stallberger, and John Vetsch were present. City Staff: Dave Lund, City Administrator was present. SF.W .R ,9.RVI - WESTERN OTS . =O The members present discussed the possibility of Albertville providing some sewer capacity to portions of western Otsego adjacent to their borders. Albertville noted that the current capacity of their sewage plant is 315,000 gallons per day. All of this capacity is needed to serve those developments that they have already approved. They are currently beginning the process to expand their plant to treat 515,000 gallons per day. To serve all of the remaining undeveloped land within their current boundaries would require capacity in excess of 1,000,000 gallons per day. Albertville Councilmembers indicated that they were willing to discuss providing sewer service to Otsego. They said they had never discussed it as a group before and that they would have to think about it and then meet in a workshop for discussion. Otsego said that they would review Albertville's sewer plant expansion feasibility report when it was finished and would try to come up with an estimate of what amount of capacity they would want from Albertville. WATER SERVICE - WESTERN OTSEGO & NORTHERN AL.BERTVIL.L.E Albertville indicated that their Joint Powers Water Board faced severe restraints in expanding the water system to serve that portion of Albertville north of Interstate 94. For that reason they wanted to talk about partnering with Otsego to build a separate water system and water tower north of I-94 to serve both northern Albertville and Western Otsego. Otsego indicated an interest in doing this. Otsego noted that perhaps a good way to do this was to have Albertville sell sewer service to this area and Otsego would construct, own and sell water service to this area. Both Councils agreed this had been a good discussion and that they wanted to discuss these matters among themselves to consider all of the implications before scheduling another meeting.
