ITEM 4.2B Board of ReviewITEM 4_20 CITY OF OTSEGO BOARD OF REVIEW MONDAY, APRIL 27, 2015 5:30 PM OTSEGO PRAIRIE CENTER 1 Mayor Jessica Stockamp will call the 2015 Board of Review to order. Mayor Stockamp called the Board of Review to order at 5:30 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner and Doug Schroeder. Absent: Councilmember Tom Darkenwald and Jason Warehime. Councilmember Tom Darkenwald arrived at 5:34 PM. Staff: Lori Johnson, City Administrator; and Tami Loff, City Clerk. Attending from the Wright County Assessor's Office were Keith Triplett, Tony Rasmussen, Conrad Anderson and Mike Vanderlinden. 2. Comments by the Assessor. Mr. Anderson said that the purpose of the Local Board of Appeal and Equalization is review property valuation and classification for 2015 that will be used to calculate taxes due for the year 2016. There was approximately a 9.13% increase on residential land and buildings throughout Otsego, a 3.19% increase in commercial and industrial land and a 3.98% increase in agricultural land. He said there were 174 qualified sales used in the residential sales ratio study. With median appraised rate of $185,000 and median sale rate of $212,000. Mr. Rasmussen gave the commercial assessment. CM Darkenwald arrived. 3. Review valuations of property owners. Jane Hidde-Hooker 118-083-0001250; 8333 Padget Circle NE; Mr. Vanderlinden reviewed the property and stated staff is recommending no change. Ms. Hidde-Hooker said the market value of her property seems too high at $257,000. She stated after researching market analysis it seems there are a lot of properties that are paying less than 95%. Mayor Stockamp asked are lose listings in Otsego. Ms. Hidde-Hooker said yes. Mr. Vanderlinden explained the blanket ratio study. Ms. Hidde-Hooker said she estimates her house would sell for $249,000. CM Heidner asked does cul-de-sac make a difference. Mr. Vanderlinden said yes. CM Darkenwald asked what the 2014 estimate was for this property. Mr. Vanderlinden said $243,300 which would be a 5.63% increase; he said the average for Otsego residential is 9.43%. Ms. Hidde-Hooker provided the City Council with the information she has gathered. Darin Ronken 118-024-002010; 15548 95th Circle NE; Mr. Vanderlinden said he received an email from the property owner regarding his valuation notice. The property owner stated that the large detached addition was unfinished and construction permits are still open and his concern is the assessment does not appear to reflect current market value. Mr. Vanderlinden said the estimated market value is $251,200. CM Heidner said the Assessor's office needs to make an appointment to meet with this resident. Steve Kavan 118-249-000040; Mr. Triplett said this parcel is by Duke across the road from the watertower and the estimated market value is $293,400. Mr. Kavan said LTH Three, LLC purchased the property in August of 2014 for $200,000. He disagrees with the 2016 valuation he stated that 43% of the property is wetland leaving only 57% of the site developable acreage. CM Heidner asked how many acres. Mr. Triplett said 47.6 gross acres. Mr. Kavan said they are not able to farm the land so there is no income at this point. CM asked what percentage the County has for wetland. Mr. Triplett said 21.44 percent wetland. Mr. Triplett said after review staff is recommending a value of $246,700. Mr. Kavan agreed with that amount. John Ibeling 118-025-004020; 15446 93rd Avenue NE; $184,300 value. Property owner was not present. Staff is recommending no change. CM Darkenwald motioned to no change on 118-025-004020 with 20 days to review and to continue the Board of Review meeting to May 11, 2015. Seconded by Mayor Stockamp. All in favor. Motion carried. CM Heidner motioned to no change on 118-024-000010 with 20 days to review. Seconded by Darkenwald. All in favor. Motion carried. CM Schroeder motioned to adjust the value for 118-249-000040 to $246,700. Seconded by CM Heidner. All in favor. Motion carried. CM Darkenwald motioned to adjust the value for 118-083-0001250 to $249,000. Motion failed due to no second. CM Heidner motioned to leave 118-083-0001250 as recommended by the County at $257,000. Seconded by CM Schroeder. Motion carried 3-1. CM Darkenwald opposed. Board of review will continue on May 11, 2015 at 7 PM at Otsego Prairie Center. 4. Adjourn. CM Darkenwald motioned to continue the Board of Review on May 11, 2015 at 7:00 PM. Seconded by CM Heidner. All in favor. Motion carried. Recessed at 6:33 PM.
