L Mayor Fournier call meeting to order_
Mayor Fournier called the meeting to order at 7:07 PM.
Roll Call: Mayor Larry Fournier; Councilmembers: Vern Heidner, Virginia
Wendel, Suzanne Ackerman, CM Berning arrived at 8:20 PM.
Staff Elaine Beatty, City Clerk/Zoning Administrator; Judy Hudson, Deputy
Clerk/Treasurer; John Harwood, City Engineer.
Mayor Fournier introduced the Council and staff. Mayor Fournier explained the City's
Road Management Plan which classifies all city streets and gives a maintenance schedule.
He also explained the reason for the Information Meeting is to give residents choices, and
to explain the costs.
I Mayor Fournier will turn meeting over to John Harwood CityFngineer for
explanation of possible I)rojects to residents.
Mr. Harwood explained the major reason for this meeting is to talk about the roads and
maintaining them. He said sanitary sewer will be discussed after the road maintenance.
Mr. Harwood used overheads and went through the attached information.
Mr. Harwood addressed sanitary sewer by explaining the sewer district, treatment plant
location and construction schedule. He also briefly explained the water system. Mr.
Harwood stated there is no intention to force sewer and water into developed property.
The entire sewer and water system will be funded with connection charges paid by those
who use it. The sewer and water are available to existing neighborhoods if there were
environmental problems.
Mr. Harwood explained how the Sadowski farm would have to be developed before the
sewer and water could get to this area that is being discussed this evening.
Mr. Harwood explained the residents would have to petition for sewer and water services.
Mr. Harwood discussed possible future lot splits in the James Addition. If these lots were
divided he thought the homeowner would be looking at a $19,500 assessment, if not
divided a $28,000 to $30,000 assessment cost. This assessment would include sewer and
water, storm sewer pipes, street reconstruction, and curb and gutter.

Mayor Fournier explained the current City Council policy that only users will pay for
sewer and water and service. The only way sewer and water would go into an existing
development is by petition. CM Heidner also reiterated this and stressed it is not the
Council's intent to run sewer and water down their streets.
The following are comments received from the public. Since the majority of the residents
did not go forward to the microphone, all comments are written with no identification.
The $28,000 to $30,000 sewer and water costs presented now are more realistic than the
$7,000 hookup fees previously presented. Mayor Fournier noted the $7,000 hookup fee is
for the undeveloped areas.
Residents suggested the City start a special Fund which everyone pays into for
maintenance costs.
CM Heidner talked about paved roads maintenance costs versus gravel road maintenance
costs.
Someone asked about the Odean Avenue project.
Mr. Harwood briefly explained the Odean Avenue project and the Federal ISTEA Grant.
Several residents requested 4 Way Stop Signs at Odean and 85th Streets.
Several residents also requested more control on the speed limits on 85th Street with signs
and more patrolling. There was discussion on getting a speed study done by the State.
Also discussed was the amount of time and money budgeted for the Sheriff's office.
It was determined that all of the residents living in James Addition received the letter
notifying of this overlay project. This was a office mistake. Only the James Additions
residents living on Page Avenue would be affected.
Residents of Page Avenue also discussed the current Bike Path Project and than an
overlay of Page. Residents felt the two projects should have been better coordinated.
A resident living in the Hall's Addition stated he would rather see a 5 Year Assessment
than a 10 Year.
A Ogren Avenue resident stated a section of Ogren was redone just 3 or 4 years ago and
will it need to be redone now. Mr. Harwood said he will review that section.
A resident of Ohland questioned if the overlay will match his driveway. Mr. Harwood
responded they will match 5 to 10 feet out.
Several residents stated they want to see the City pay a percentage of this project and a 10
Year Assessment.
The Council requested the City Clerk to put on the next City Council Agenda to consider
stop signs with flashers on Odean Avenue.

Mayor Fournier requested for discussion of City's participation in this Overlay Project be
placed on the next City Council Agenda.
CM Wendel also pointed out this will be discussed at the budget meetings.
A resident living in Hall's Addition stated he doesn't want this overlay project if sewer and
water will be coming into his area within the next few years.
Mayor Fournier thanked everyone for their input.
