RECOMMENDATION:
Staff recommends ordering the preparation of plans and specifications for the Packard Avenue
Improvement Project from 60th Street to 70th Street.

BACKGROUND/JUSTIFICATION:
Packard Avenue between 60th St and 70th St is a paved street. The existing roadway consists of a 3 %Z' of
bituminous surface approximately 24' feet wide. The pavement is 24 years old and is experiencing
rutting, surface spalling, and thermal cracking due to its age. The proposed project generally consists of
patching, leveling, and overlaying the existing pavement.
The improvements are proposed to be assessed in accordance with MN State Statue 429. The feasibility
Report was received and approved by Resolution 2015-24 on April 27, 2015 determined that the project
is necessary, cost-effective, and the value of existing housing is positively benefited by accessing a
bituminous paved street in good condition. A Hearing on Improvements is scheduled for May 26th, at
7:00 p.m. to present the residents the proposed improvements, potential assessments, and received
public comment.
Preparation of Plans and Specification for the proposed improvements will help provide additional
information and details at the Public Hearing.

RESOLUTION ORDERING PREPARATION OF PLANS AND SPECIFICATIONS
FOR THE IMPROVEMENT OF PACKARD AVENUE NE FROM 60TH STREET TO
70TH STREET
WHEREAS, a resolution of the City Council adopted the 11th day of May
2015, ordering Hakanson Anderson to repare plans and specifications for the
improvement of Packard Avenue from 60 h Street to 70th Street,
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF
THE CITY OF OTSEGO, MINNESOTA:
1. Hakanson Anderson is hereby designated as the engineer for this
improvement, and are hereby directed and authorized to prepare plans and
specifications for the making of such improvement.
Adopted by the council this 11th day of May, 2015.
