Yes IS A PUBLIC HEARING REQUIRED? No BACKGROUND/JUSTIFICATION: The City issued a Request for Proposals for a Classification and Compensation Study. Of the three firms from which proposals were requested, two responded: Flaherty and Hood, P.A. and Springsted Incorporated submitted proposals. As you can see by reviewing the proposals, the hours proposed by both firms to complete the study are similar and both can complete the project in about the same timeframe. Both will use the City's current rating system and both have their own system that can be used if the City chooses. Both firms have experience and have provided city references. According to the information provided, Springsted has completed more compensation and classification studies and in a more diverse range of cities than Flaherty and Hood. The cost difference in the proposals is significant; Flaherty and Hood's proposal is $4,800 and Springsted's is $8,567.50. Both of those amounts exclude the optional tasks. I am currently in the process of conducting reference checks. I will have additional information for the Council at Monday's meeting along with a recommendation. It is important that the Council is comfortable with and confident in the abilities of the consultant selected. Thus, if the Council has questions or concerns that are not answered at the meeting, I suggest this item be tabled until May 26 for further review.
