ITEM 1.1ITEM 7_7 OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER APRIL 20, 2015 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: David Thompson, Steve Schuck, Roger Mord, Jim Kolles and Aaron Stritesky. Absent: Commissioner Richard Nichols. City Council: CM Vern Heidner. Staff: Liz Stockman, Associate City Planner; and Tami Loff, City Clerk. City Planner Daniel Licht arrived at 7:12 PM. 1. Consider the following minutes: 1.1 March 3, 2015 Planning Commission Meeting, Commissioner Thompson motioned to approve as written. Seconded by Commissioner Schuck. All in favor. Motion carried. 2. Public Hearing items: 2.1 Boondox Bar and Grille: (Per applicant tabled until May 4, 2015) A. Amendment of the Planned Unit Development- Conditional Use Permit approved October 24, 2011 to allow restaurant/bar occupancy of the former clubhouse building for other than an office and the 2002 expansion area and other site/building plan changes. Chair Black said this item has been tabled per the applicant until May 4, 2015. Chair Black opened the Public Hearing at 7:03 PM. Hearing no comments chair Black continued the Public Hearing until May 4, 2015 at 7:00 PM. 2.2 Wildflower Meadows 4t" Addition: A. PUD-CUP/Preliminary Plat for development of nine (9) detached townhouse dwelling units. B. Final Plat of Wildflower Meadows 5t" Addition. C. Vacation of existing public right-of-way. Associate City Planner Stockman presented the Planning Report. Applicant Rick Murray, Meridian, was present and stated he agrees with the staff report. He clarified the five feet is just between garages with one driveway for two units. City Clerk Loff attested that all the proper noticing, posting and publishing has been completed. Chair Black opened the Public Hearing at 7:09 PM. Patrick Gill, 16618 72nd Court NE, said when he purchased his home he was told a park would be available in this development and questioned when that would be installed. CM Heidner said the City Council just authorized the design work to begin for that park on March 23. City Planner Licht explained the status with the park is currently in the CIP for construction next year. He said the process includes the City holding a neighborhood meeting to review the project and get comments. Mr. Gill asked also if the property value of the new homes will be compatible with the surrounding. Mr. Murray said the new detached townhomes will be around $240- 250,000. Commissioner Thompson stated his concern for slab homes with no tornado shelters other than that he said the plans are good. Chair Black closed the Public Hearing at 7:16 PM. Commissioner Mord asked if the association for this new development will be rolled into the existing association. Mr. Murray said that it will be a separate association and they are currently working on the documents. Commissioner Thompson motioned to approve a Preliminary Plat/PUD-CUP and Final Plat for Wildflower Meadows 4t" Addition subject to the ten conditions listed in the Planning report. Seconded by Commissioner Stritesky. All in favor. Motion carried. 5. Update on City Council actions. CM Heidner updated the Commissioners on City Council actions. 4 Update on future Planning Commission Agenda items. Next meeting Monday, May 4, 2015. City Planner Licht said City Staff is also expecting an application for a meeting on May 18. 5. Adjourn. Commissioner Stritesky motioned to adjourn. Seconded by Commissioner Kolles. All in favor.
