Some of the residents of Odean and 85TH area of Otsego have asked for a 4 -Way Stop sign on Odean and 85th. The Council direction at the Special Council Meeting of 7/20/98 was to add this item to the Consent Agenda for Council consideration for approval. 5.3. Mike Robertson, Administrator has contacted Dave Lund, Administrator for Albertville and the date that Albertville can meet with Otsego for a joint meeting Re: Sewer and water issues is August 12, 1998 at 7PM. This meeting is to be held at Otsego City Hall. Election Judge Pay Judy Hudson, Deputy Clerk Elaine and I are preparing for the 1998 Elections. For the Primary a total of 16 Election Judges are needed. For the General Election a total of 26 Election Judges. Keep in mind we do split shifts from 6 AM to 3 PM and 3 PM to finish. The majority of the judges want the split shift thereby eliminating a very long day. The budgeted amount for Election Judge pay is $3,300.00. At a fifty cent increase ($6.00) we will still be within budget. We also provide meals. It is difficult at times to get enough judges. We are so fortunate to have the fine quality of judges that sign up every election and we want to keep them. Elections are so very interesting and what a wonderful freedom to treasure in this world. As Elaine and I continue to organize and prepare for the 1998 Election we thank the Council for their support. E. Any other Council Business BACKGROUND: 9.1.A. This item has been added to the Agenda because of the residents request to lower the speed limit on this road. I have found the old speed study and copy is attached. It was done in 1989. It is for Council Discussion. I did talk with Larry Koshak Re: Speed Studies and he confirmed that they are needed before changing the speed limit on a road. I did copy this information on the speed study to the person who requested it at our informational meeting. 9.1.B. This item was added at Council request at our 7/20/98 informational meeting. (Attached is a petition we received 7/22/98 from Ogren residents FYI). 9.1.C. At the last meeting it was requested from the Council to research the cost of the peavey house original purchase price and cost of maintenance, et.c. I have found the purchase price was $41,900.00. I also have found information through the end of 1994 that shows at that time the City had made $754.60 on the Peavey house after the upkeep, taxes and rent were figured in. I do not have figures past 1994. The only maintenance done was a new roof. I need Gary Groen t o look that up. The rent has increased to $400.00 per Month from $350.00 original rent. This is for Information and your discussion. 9.1.D. Attached is information from Kerry Saxton, Wright County Soils and Water. They are requiring Wright County Feedlots to be registered with the County. They do not have jurisdiction over Otsego, but want to know if Otsego wants Wright County to register our feedlots? The proceeds from the $665,000 bond sale have been used to pay project costs to date. As of this time, the proceeds are still held within a construction fund pending final closure of construction. In reviewing the fund balance with Gary Groen, $32,000 is available for construction costs. The recommendation is to pay the project costs of shouldering from available funds. Upon completion, any remaining funds along with the anticipated proceeds from the project assessments will be transferred into a debt retirement fund dedicated to the 1996 bonds. 2) Project Procedure The work is proposed as a combination of work by City forces and a "Day Labor" contract. The City has a topsoil stockpile at Prairie Park. The City has a loader, a truck and a truck mounted belt type distributor to place the topsoil in a windrow. The Day Labor contract is proposed to be with Mastercraft Landscaping, a local contractor who has the necessary expertise as well as the automotive and public liability insurance to perform the required work within City streets. This was requested by the Town Board of Otsego in a resolution dated April 2, 1989. Based on investigation results, we recommend authorization of the following speed limit for 85th Street: 40 miles per hour from Nashua Avenue to a point approximately 250 feet east of the east intersection with Packard Avenue. Rural statutory from a point approximately 250 feet east of east intersection with Packard Avenue to Page Avenue. We recommend the 40 MPH speed limit for the following reasons: The roadway section is tangent but has 3 crests. The 21 -foot bituminous surface is fair to good. Gravel shoulders vary from 2-3 feet and are in fair condition. Ditches vary from flat to steep. There is no centerline or edge paint. No passing zones have not been established. This should be done before painting. The inter- section of 85th Street and Odean is almost blind for east/west traffic on 85th Street_. Stops are inplace on 85th Street. Odean is a through roadway. There is evidence of child and pedestrian traffic. Warning signs exist for the area between Packard and Ogren Avenues and for eastbound traffic at Needham Avenue. All cross streets have single family housing developments. 85th Street serves as collector for these developments. The curve afOeast end of 85th Street is signed for a left turn but requires a speed advisory. We also recommend installation of a right turn warning with speed advisory for westbound traffic on Page Avenue before it becomes 85th Avenue. The roadway section does not and we feel will not meet urban district definition in the near future. No construction is underway at survey time. We followed several vehicles at 40-45 MPH and felt their speed to be safe and reasonable. This was requested by the Town Board of Otsego in a resolution dated April 2, 1989• Based on investigation results, we recommend authorization of the following speed limit for 85th Street: 40 miles per hour from Nashua Avenue to a point approximately 250 feet east of the east intersection with Packard Avenue. Rural statutory from a point approximately 250 feet east of east intersection with Packard Avenue to Page Avenue. We recommend the 40 MPH speed limit for the following reasons: The roadway section is tangent but has 3 crests. The 21 -foot bituminous surface is fair to good. Gravel shoulders vary from 2-3 feet and are in fair condition. Ditches vary from flat to steep. There is no centerline or edge paint. No passing zones have not been established. This should be done before painting. The inter- section of 85th Street and Odean is almost blind for east/west traffic on 85th Street. Stops are inplace on 85th Street. Odean is a through roadway. There is evidence of child and pedestrian traffic. Warning signs exist for the area between Packard and Ogren Avenues and for eastbound traffic at Needham Avenue. All cross streets have single family housing developments. 85th Street serves as collector for these developments. The curve of°east end of 85th Street is signed for a left turn but requires a speed advisory. We also recommend installation of a right turn warning with speed advisory for westbound traffic on Page Avenue before it becomes 85th Avenue. The roadway section does not and we feel will not meet urban district definition in the near future. No construction is underway at survey time. We followed several vehicles at 40-45 MPH and felt their speed to be safe and reasonable. Leonard Eilts June 5, 1989 Page 2 In addition to our recommendation for the 40 MPH speed limit, we also recommend the following: Centerline and edge striping and surveying for no passing zones; installation of "Stop" and "Stop .Ahead" signs for westbound traffic on 85th Street at Nashua Avenue. We also recommend installation of a "Right Turn" warning sign with speed advisory for westbound traffic on Page Avenue before it becomes 85th Street; installation of speed advisory below existing "Left Turn" warning sign for eastbound traffic on 85th Street before it becomes Page Avenue; and installation of confirmatory speed limit signs (40 MPH) near intersectionsthroughout the roadway section. Feedlots that have a current permit from the Minnesota Pollution Control Agency (MPCA) are not required to register.
