Thanks CITY OF OTSEGO PLANNING COMMISSION MEETING OF AUGUST 5, 1998 AT 8PNI - PAGE 2 - has bought a new metal building to replace the existing 10 x10 building. He agrees that they are in a state of disrepair. He needs the buildings to store lawmowing equipment, etc. as it is over 400' from the end of the property to the pole building. Chair Swenson opened the hearing to the Public. No one spoke. Chair Swenson Closed the Public Hearing The discussion came back to the Planning Commission: Commissioner Nichols questioned the new building not being put on the slab yet, is it part of this application? Answer, no. Mr. Knutson stated the 10 x 10 shed is rusty and he bought a new one to replace it. The building closer to the house is a frame building. He intends to remodel it and make it match the house. The Discussion went back to the public: No one spoke. The Planning Commission continued discussion: Commissioner Goenner noted he had driven by the property and agreed that the two utility sheds are not looking that great. There were allot of other things scattered around. He feels with 6,000 sq ft of accessory space, it is the best interest of the City for the smaller buildings to be removed. Chair Swenson asked if there is a second story on the building? Answer, no. He explained the modified post frame building style. The Existing shed by the pole building site, he could remove that. The North end of the property, he needs the buildings. Commissioner Nichols questioned Item *4 same or suitable quality finishing materials. Does that include or exclude the red building finish? Dan Licht explained and read from the ordinance. He felt it was not the materials, but the compatibility issue. Discussion of color of building being all red. No was answered - It will have white trim. -The type of steel is G-90 galvanized 29 gauge steel. More discussion of sheet metal, and it not being allowed in the City. CUP / Windmill CUP FILE NO.: 176.02 - 98.08 The Planning Commission held a public hearing at their meeting on 5 August 1998 to consider the above referenced application. There was discussion regarding the appropriateness of the size and type of building for a residential use. The Planning Commission concluded that the proposed building may be appropriate in that the property is in a designated agricultural area by the 1991 Comprehensive Plan and an agricultural zoning district_ The Planning Commission voted unanimously to approve the accessory building CUP. With regards to the proposed ornamental windmill, the only discussion was related to the where the applicant wished to locate the structure. The Planning Commission voted unanimously to approve this CUP as well. In doing so, the Planning Commission changed the first recommended condition of approval to require only that the windmill conform with all district setback requirements. A findings of fact has been prepared for each of the requests, based upon the recommendation of the Planning Commission. July 29 th, 1998, EDAAC SPECIAL BUDGET MEETING Members present: Wally Odell, Leroy Lindenfelser, Rudy Thibodeau, Lis Wilder, Steve Ackerman, Gabriel Davis, Virginia Wendel Council Rep. The last EDAAC meeting, July 20th was canceled due to lack of quorum and the guest speaker, Gary Groen, was canceled because of the Council and Mike Robertson. There was a discussion about the three members that did show up for the meeting. Steve wanted to know if they will be paid even if the meeting was canceled, they showed up but were told after they were there that there were not enough members present. This is for the" council to decide. Wally, Steve and Rudy were present. They were very unhappy that the council canceled Gary as guest speaker. Mike had sent a memo stating that he was familiar with City finances and budget and could explain them to anyone, and there would have been a $30.00 per hour fee. They didn't want Gary to talk about city finances but rather municipal financing in general. They were also very unhappy that the $85.00 TIF book they had wanted to purchase with their money was turned down. I told them they should submit a P.O. and buy the book, they would like to have it for information and they know that the laws and rules change every year. They have the money in their budget and I gave them permission on behalf of the council to buy the book. They talked about having Gary at a future meeting to discuss municipal financing and Rudy said if the council turns them down on spending their budget for this he will pay the fee himself. All they are asking is to have information about financing in general. They also discussed the intern they wanted to get to do some work for them. I told them if they would submit some ideas of things they wanted the intern to do maybe the council would understand their feelings better. I asked if they had ever looked into getting a grant for some of this work and they said Mike was going to get some information for them on grants but has not done so yet. Maybe we could look into that. They would like to have a meeting with the EDA and get some idea or project that the council and the EDA would like them to work on. They feel they are not doing anything or going anyplace and they would like to contribute to the community, they want a mission! And when they get a mission to work on they would like to have the council's approval and support. They feel we do not show them any trust or respect and they are wasting their time going to the meeting when they have nothing to do and when they do want to do something or have someone speak, the council turns them down. I did mention that with the sewer project coming in we are hoping to get business and industry to locate in the city and maybe they could help contact someone in that area and help get business interested in Otsego. They said Elaine said she has a list of people interested in Otsego but they have never seen it. They would like to have a list of interested developers and maybe help in that area. I do feel we have to have a mission or project for them to work on and they are asking for our support, we should do all we can to help them in that. In going over the budget from last year, they have not spent all their money, in fact they do not have any idea what they did spend or what is left. Could we please have a report on that. They did have speakers last year and talked about getting some for 1999. This past year they had some speakers that did not charge any fee but they have no idea if that will happen in 1999 so they want to leave the budget as they had it last year. They would like to have Mike attend their meetings, and they would like to be able to have more control over their budget, if they want to purchase a book like the TIF book they would like to be able to do so or hire a speaker that they want. I told them to be sure to submit a P.O. before buying anything and if they could give the council a better or idea of what they wanted it would help us so we wouldn't turn them down right away. Getting back to EDA, they feel it should be made up of residents, not the council. Cities like Elk River and Zimmerman have EDA's and they are getting things done for their cities. They feel the council has enough to do right now and a separate EDA would help the community. In general, they would like to have a meaningful objective, something worthwhile to do and a positive way to get things done, with more trust and respect from the council. Even with signs indicating stop sign ahead and —flags on top of the new stop signs, Dave, Rick, myself, and the Page Avenue residents have observed numerous people blowing through the intersection without even noticing the stop signs. Dave and I recommend that the new stop signs on Odean not be installed until the road is reconstructed. We think that even with warning lights that people will still not see the stop signs. We think that with a new road there is more likelihood that people will notice the new stop signs and stop. �a.c. MEMO Date: August 6, 1998 To: Mayor & Council From: City Administrator Mike Robertson Re: Historic Context Study - Financial Status The City budgeted $3,000 in 1998 for the Historic Context Study. It was also awarded a grant of $5,000 by the State for the study. The State required that the City spend $5,319 of local funds as a match for the grant. The grant monies will not be received by the City until the study has been completed to the satisfaction of the State. As of July 27, 1998, the City has expended $6,820 for the study. The State has reviewed the draft of the study and pronounced it satisfactory with some minor changes, primarily the addition of some graphics. Vogel Associates has donated some of their time to the City as a contribution toward the local match requirements. The Historic Preservation Commission has also spent some time on the study. We need to document that time and see what value we can assign to it as part of our local match efforts. This project seems on track and on budget. The remaining items to do are: 1) The HPC must determine that the draft study is satisfactory or what changes, if any, must be made. 2) The HPC must document the time it has spent on this project.
