08-24-98 CCCITY OF OTSEGO WRIGHT COUNTY, MINNESOTA CITY COUNCIL MEETING 6:30 PM COUNCIL CHAMBERS OTSEGO CITY HALL AUGUST 24, 1998 1. Mayor Larry Fournier will call meeting to order: Mayor Fournier called the August 24, 1998 City Council Meeting to order at 6:30. a.. Pledge of Allegiance Mayor Fournier led in the Pledge of Allegiance. K Roll Call_ Mayor Larry Fournier; Councilmembers: Vern Heidner, Virginia Wendel, Suzanne Ackerman. Absent: Councilmember Mark Berning Staff: Mike Robertson, City Administrator; Elaine Beatty, City Clerk/Zoning Administrator; Judy Hudson, Deputy Clerk/Treasurer; Andrew MacArthur, City Attorney 2. Consider agenda approval - Mike ren oval. Mike Robertson requested an addition under Item 9.2.B. Sewer Agreement with Dayton. Mayor Fournier requested an addition under Item 8.2. Page Avenue bike path markings. CM Heidner motioned to adopt the August 24, 1998 City Council Agenda as amended. Seconded by CM Ackerman. All in favor. Motion carried. 3. Consider Minutes: a. Regular Council Meeting of August 0, 1998 CM Heidner motioned for adoption of August 10, 1998 City Council Meeting Minutes as presented. Seconded by CM Wendel. All in favor. Motion carried. 4. Open Forum: No one appeared on Open Forum. 5. Consent Agenda, 5.1. Approve Resolution 98-19 appointing Election Judges for 1998 Elections, CM Heidner motioned adoption of the Consent Agenda. Seconded by CM Ackerman. All in favor. Motion carried. 6. Dan Licht, Assistant City Planner: Mr. Licht was not in attendance due to lack of planning items. City Council Meeting of August 24, 1998, cont'd. Page 2. 7. Andrew MacArthur,City 7.1. Consider Riverwood Conference Canter request for a referendum to amend the City Liquor Ordinance for Sunday Sales for the November General Flection hallo Mr. MacArthur reviewed this request. He noted to the Council that it takes of over 50% approval of the total number of people voting in the election to approve the referendum. He noted Riverwood has said they would pay all city costs of the referendum. CM Wendel motioned to place on the ballot in the upcoming General Election of November 3, 1998 the question for a referendum on Sunday Liquor. Seconded by Mayor Fournier. All in favor. Motion carried. 7.2. Hearing for Redevelopment plan for OtCege Industrial Site first and second addition (Will be continued to September 14 1998 at 7 PM) CM Heidner motioned to close the City Council Meeting. Seconded by CM Ackerman. All in favor. Motion carried. City Council Meeting closed at 7:45 PM. President Fournier called the EDA Meeting to order at 7:45 PM. President Fournier opened the Public Hearing. Mr. MacArthur requested to continue this hearing to September 14, 1998, 7 PM. Heidner motioned for the Hearing for Redevelopment plan for Otsego Industrial Site 1st and 2nd Additions be continued to September 14, 1998, 7 PM. Seconded by Ackerman. All in favor. Motion carried. Heidner motioned to adjourn the EDA Meeting. Seconded by President Fournier. All in favor. Motion carried. EDA Meeting adjourned at 7:46 PM. CM Heidner motioned to reopen the City Council Meeting. Seconded by CM Ackerman. All in favor. Motion carried. City Council Meeting re -opened at 7:46 PM. There was none. 8. Larry Kosha , CityEngineer: The City Engineer was not in attendance due to lack of engineering items CM Heidner stated there were changes made to the Water Tower Plans and Specs and those same changes should be made to the Well #2 Plans and Specs. CM Heidner motioned to authorize the bids for construction of Well #2 and approval of Plans and Specs for Well #2 dated August 5, 1998. Seconded by CM Ackerman. All in favor. Motion carried. 8.2. Any other Engineering_Business, 8.2.a. Page Avenue hike path markings- Mayor arkingsMayor Fournier stated the requested markings have not been done and he wants this done immediately. Mike Robertson said that Larry Koshak is checking into the best way to do City Council Meeting of August 24, 1998, cont'd. Page 3. the markings and that he would tell him to get the job started as soon as possible. 9.1- A_ Discussion of salaries of Mayor and Council Members Mayor Fournier went over how the salaries were set. CM Wendel motioned not to change the current Mayor and City Council compensation as outlined in Ordinance 91-04. Seconded by CM Ackerman. All in favor. Motion Carried. B. Any other Council Business There was none. a Mike went over the attached August 6, 1998 Memo. CM Wendel questioned the $1,760 quoted in the memo. Mike explained this is for the extra work the City Council requested NAC to do. CM Heidner and Mayor Fournier explained how $30,000 which was budgeted for the Comprehensive Plan was not a bid amount but an estimate and that the Council knew it could run over. B. Sewer agreement with Dayton- Mike ay onMike informed the Council he talked to Sandy with the City of Dayton. Dayton is requesting a meeting with both city councils to go over the agreement. Mayor Fournier set September 24, 1998, Thursday at 7 PM at Otsego. 9.3. Elaine Beatty, City Clerk - update Elaine said she has talked to Lori Johnson with the City of Elk River regarding the Fire Contract which would be a on going contract with a 30 day notification period. The Council agreed to a on-going contract but with a one year notification of termination which would give Otsego time to provide fire service. 9.4. Consider Claims List for approval_ CM Heidner motioned to adopt the Claims List. Seconded by CM Ackerman. All in favor. Motion carried. 9.5. Adjourn by 10 PM_ CM Heidner motioned to adjourn.
