ITEM 4.1 Resolution 15-27P ots11.1: o MINNESOTA V DEPARTMENT INFORMATION Request for City Council Action ORIGINATING DEPARTMENT: REQUESTOR: MEETING DATE: Public Works City Engineer Wagner May 26, 2015 PRESENTER(s): REVIEWED BY: ITEM #: Citv Engineer Wagner Citv Administrator Johnson 4.1 AGENDA ITEM DETAILS RECOMMENDATION: Approve Resolution 15-27 Accepting Plans and Specifications for the Improvement of Packard Avenue from 60th St to 70th St and Authorize Advertisement for Bids. ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? No Yes —to be held May 26th, 2015 BACKGROUND/JUSTIFICATION: City staff has received phone calls regarding the condition of Packard Avenue and the PCI rating places the street as one of the worst within the City thus placing it on the Capital Improvement Project list. Packard Avenue is included in this year's CIP. The street was originally paved in 1991. Currently it has a Pavement Condition Index of 42 and is in need of improvement. The street has transverse and longitudinal cracking, rutting and spalling. The street provides access for 15 homes and 7 properties. The street also provides a connection between CSAH 37 (paved) at the north end and 60th St (gravel) at the south end. The south end is the border with St. Michael. The original street improvement does not appear to have been assessed. The City began a Street Maintenance Program in 1997. In 2000, Packard Avenue received a seal coat. A second seal coat would have been scheduled for 2006. At that point the street was 15 years old and the street was determined to be beyond proactive maintenance and was placed in the preventative maintenance program which is basically patching as needed. It should be noted that very few Cities prior to the year 2000 had a street maintenance program. City Council authorized preparation of plans and specifications and set a public hearing for May 26th of 2015 to discuss the potential of assessing the benefitted properties and at what amount. A feasibility report has been presented to and accepted by City Council and included assessing the 22 properties equal amounts to account for 50% of the cost of the project. The other 50% of the project is proposed to be funded by the City. Attached is plans and specification for the project. The plans indicate skin patching any spalling and surface imperfections, place a 1" leveling course to fill in ruts and remaining surface imperfections and then place a 1 Yz" wear coarse for additional strength and a smooth surface. We would expect a minimum of 10 years of additional service. 15 years or more of additional service may be expected with the City following its maintenance plan for streets. Preliminary cost estimate for the project is included as an attachment. We have estimated the project to cost $160,000. Photos of Packard are also included in the attachment. Project schedule is attached. The project would be completed prior to Labor Day of this year with a possible assessment hearing set for September or October of 2015.
