BACKGROUND/) USTIFICATION:
Staff has recognized the need for an all -wheel drive utility vehicle to be used by all departments. The
City's current utility vehicle was purchased in May of 2011 and is primarily used by the Park &
Recreation Department for the striping of the soccer and baseball fields. The Streets Department has
the need for a machine which is capable of accessing storm water easements with enough traction and
payload capabilities to get the job done properly and efficiently. The Streets Department is also in need
of a vehicle that can maneuver along the street right-of-way to spray vegetation killer to gutter lines and
cross cracks in preparation of street seal coat and fog sealing operations. The Parks & Recreation
Department will be able to utilize the machine when it is available for recreation activities, the Festival
and on other duties near the shop which would free up a vehicle for other staff. The Utilities
Department has expressed their interest in using the machine to assist in snow removal functions,
hydrant flushing and servicing air relief valves in remote sections of the city.
This machine was not placed on the 2015 CIP list. Staff is recommending that we purchase the Kubota
UTV instead of replacing one of the Z925A zero turn mowers for the Park & Recreation Department.
Ross, Kurt and I have consulted and have agreed that this machine would be a much greater asset to the
City's fleet than the mower. We also currently have a snow blower that was used on one of the City's
4720 John Deere tractors that we are looking to trade-in to fund the purchase price. Those tractors will
be outfitted with v -plow style plows in the future and with the purchase of the larger snow blower that
goes on the CAT 908 loader, we really don't have a need for that blower.
The state contract price for the machine from Lano Equipment as optioned is $16,357.31. Lano
Equipment has offered the City $6,500 for the trade-in on the used snow blower. Final purchase price of
the machine would be for $9,857.31. The original amount budgeted in the 2015 CIP for the zero turn
replacement was $6,000. With the purchase of the City's new roll -off truck being approximately
$12,807.69 under budget, the extra $3,857.31 will still be under the total vehicle CIP expenditures for
the year. The Public Works Subcommittee was presented with this information and recommended that
the purchase be placed on consent agenda.
