04-20-98 BRCITY OF OTSEGO BOARD OF REVIEW APRIL 20, 1998 7 P OTSEGO CITY HALL Mayor Fournier called the Board of Review to order at 7 PM. Roll Call: Mayor Larry Fournier; Councilmembers: Virginia Wendel, Vern Heidner, Suzanne Ackerman, Mark Berning. Staff: Elaine Beatty, City Clerk/Zoning Administrator; Judy Hudson, Deputy Clerk; Andrew (Pete) Merges, City Assessor; Randal DesMarais, Assistant County Assessor. Mr. DesMarais reviewed the reason for the Board of Review is to address and consider only the 1998 assessment. House values on all property went up five to eight percent. Tillable farm land went up 15%. He explained the Otsego Broad of Review has the authority to make changes on assessments at this meeting. Mr. DesMarais also explained if any property owner is not satisfied with the outcome of this meeting they have the right to appeal at the County Board of Equalization Meeting and explained the process and date. Pete Merges went over the attached handout reviewing what happened with Otsego 1998 Assessment Values. 7:04 PM John Darkenwald 15815 70th Street NE 118-500-341100 EMV $363,500 John Darkenwald stated his valuation has increased by $100,000 in four years and feels this is too high of an increase. He has 53 acres and seems like land value is really increasing. Pete Merges went over his property valuation. Pete Merges and Randy DesMarais both recommended no change. The Council took no action. John Zahler 118-802-024300 16710 53rd Street NE EMV $120,700 Mr. Zahler feels his valuation is too high. Pete noted half of the basement is finished, there is air conditioning, fire place and garage. The 1997 valuation was $116,000. CM Heidner motioned for the assessor to review Mr. Zahler's property on April 22, 1998 at 9 AM. Seconded by CM Ackerman. All in favor. Motion carried. Merlin Bode & Ethel Kline 13555 95th Street 118-058-001010 EMV $79,300 Mr. Bode said this is a Wausau home which needs reshingling and the valuation is too high. Pete said the valuation of the home should have stayed the same and not increased the $3,000. The land value went up by $1,000. CM Wendel motioned to lower the valuation to $76,300 from the $79,300 for a $3,000 decrease. Seconded by CM Berning. All in favor. Motion carried. Thomas J and J. L. Indykiewica 16532 59th Street NE 118-134-001010 L 1 B 1 W okson Hills EMV $123,900 Mr. Indykiewica stated his valuation went up 9.20 or $10,000 and this was too much of an increase. Pete reviewed the property valuation; basement finish went up by $3,000 and the everything else was increased by the five percent. Pete visited this property in October of 1997 but no one was home. Pete recommended no change. The City Council took no action. Frank Mueller 118-034-001030 L3 B 1 Vasseur's Oak Grove Estates 3rd Addition EMV $39,500 Mr. Mueller doesn't feel the property is worth the assessed amount due to last year's storm damage. Pete explained the land went up $1,000. The EMV was $38,500 last year, $42,500 three years ago. CM Ackerman motioned for the assessors to review Mr. Mueller's property on April 22, 1998 at 9:30 AM. Seconded by CM Berning. All in favor. Motion carried. Mike Louisiana 8773 Page Avenue NE 118-048-002050 L5 B2 James Addition EMV $142,200 Mr. Louisiana feels his valuation is too high and he could never sell it for this amount. He added a 30 X 40 detached garage in 1997 and central air conditioning and also updated his deck. Board of Review Meeting of April 20, 1998, cont'd. Page 3. Pete explained the valuation of the detached garage is $18,000, $1,800 for the deck and $1,200 for the air conditioning. Land value went up by $3,000. The 1997 EMV was $111,400. Randy calculated $26,500 of improvements bringing the valuation up to $137,900 and the house went up 5% which brings the valuation up to $142,200. Mayor Fournier motioned to set April 22, 1998, 10 AM for the assessors to review Mr. Louisiana's property. Seconded by CM Heidner. All in favor. Motion carried. Adam Freiberg 118-121-006020 10061 Kahler Ave NE EMV $108,800. Pete explained the land went up by $2,000 and building increased by $4,000. Pete explained he will be doing a routine check Fall of 1998. The Council took no action. Tony Berning 118-157-001010 Ll Bl Island View Estates 3rd Addition EMV $20,000 Tony explained this property is 131 X 150 feet in size and located behind their property at 10265 99th Street NE. This land is not a buildable lot and not worth this valuation amount. Mayor Fournier motioned to lower the valuation to $1,700. Seconded by CM Ackerman. Voting For the motion: Mayor Fournier, CM Ackerman, CM Heidner, CM Wendel. Abstained: CM Berning abstained from any discussion and vote since he is part owner of this property. Motioned carried. Tony Berning 118-800-244302 Walter Berning & Sons, Inc. EMV $100,300 Mr. Berning stated the valuation is too high on this property and should be lowered. It is approximately 2 acre parcel that sits next to a feedlot and he feels they wouldn't be able to sell it for this amount. The Council discussed lowering valuation by 20%. Mayor Fournier motioned to lower this house valuation by 20% since it is within 60 feet to a feedlot. Seconded by CM Wendel. Discussion: CM Wendel doesn't want a set footage in the motion. Motion Failed. Pete suggested an economic depreciation because of location. CM Heidner motioned an economic depreciation of 20% for the home bringing the EMV down to $84,500. Seconded by CM Ackerman. Voting For the Motion: Mayor Fournier, CM Wendel, CM Heidner, CM Ackerman Abstained: CM Berning abstained from discussion and voting since he is part owner of this property. Motion carried. David and Paul Foley 10070 Kahler Avenue NE 118-121-007080 EMV $219,100 Mr. Foley stated he doesn't feel he could sell his property for the assessed value. The 1997 EMV was $206,000 Pete said there is 266 feet of river frontage. The land is valued at $69,600. the house is valued at $149,500. Mr. Foley explained they can't see the river from their home and aren't allowed to cut down any trees because of DNR regulations. CM Heidner motioned to reduced the land value from 20% to 25% (reduction of $4,000) since it is a oversized lot, therefore bringing the land valuation down to $65,600 and for a total valuation of $215,100. Seconded by Mayor Fournier. All in favor. Motion carried. Larry and Janet Wick 118-015-002110 Ll 1 B2 Great River Acres lst Addition 9093 Ochoa Circle NE, 441-5464 EMV $123,300 Mrs. Wick said her valuation went up by $7,800 and feels this is too high for an older home. Pete went over valuation. CM Berning motioned to have the assessors review the property 8:15 AM, April 22, 1998. Seconded by CM Ackerman. All in favor. Motion carried. Amell and Janet Beckman 118-500-184200 EMV $188,700 9018 Mason Avenue NE Mr. Beckman stated the valuation is too high and he had it appraised for $144,000. He has 30 acres of plow land and 6 acres of swamp. He doesn't feel he could sell it for this price. Randy suggested to the Council to have the SCS Office review their aerials for how many acres are plow land. Randy's records show 35 tillable acres. Mr. Beckman said he will bring in his appraisal and appeal this to the County. CM Heidner motioned to have the SCS Office review for determination of how many tillable acres. Seconded by CM Wendel. All in favor. Motion carried. Edward S & K D Fitzgerald 10075 Kahler Avenue NE 118-121-006030 EMV $146,800 Mr. Fitzgerald had an appraisal done last fall and the appraisal came in $10,000 lower. He doesn't have a paved driveway but did add a deck and central air. Pete went over the property valuation and recommended no change. Mayor Fournier explained to Mr. Fitzgerald that he has the opportunity to go to the County and appeal. The Council took no action. Letter from Tom and Diane Constant 118-500-201301 EMV $136,700 The attached letter encourages the Council to take into consideration of the lost of 100's of trees in last year's storm. Pete went over the property valuation, building site went up $1,000 and remainder went up $3,500. 6 acres valued at $39,500. House went up to $97,200 from $85,600. Randy suggested a site visit. CM Heidner motioned for no change since no other property has been changed because of lost of trees. Seconded by CM Berning. All in favor. Motion carried.
