1. Mayor Jessica Stockamp will call the 2009 Board of Review to order.
Mayor Stockamp called the 2009 Board of Review to order at 6:30 PM.
Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Dan Scharber, Mark
Thorsted and Tom Darkenwald.
Staff: Mike Robertson, City Administrator; Tami Loff, City Clerk and attending from the Wright
County Assessor's Office were Keith Triplett, Tony Rasmussen, Conrad Anderson and Wally
Peterson.
2. Comments by the Assessor.
Keith Triplett explained the purpose of the Board of Review was to review valuation and
classification for 2010. He explained the authority of the Local Board. He also thanked City
Staff for all their help.
3. Review valuations of property owners.
Peder & Margaret Moe

Mr. & Mrs. Moe are wondering why their property value has doubled over the last few years.
Mr. Triplett said they have their house for sale listed for over $400,000 which is more than their
valuation. They said that the house was appraised at $250,000. CM Darkenwald asked when
that was. Mrs. Moe said about 4 years ago. Mr. Triplett said the building market value is
$74,300 and the land market value is $231,200. Council directed Keith Triplett to schedule time
to review the property.

Mr. Nathe said that the he felt value of land had dropped a lot since new MNDOT Bridge. They
do not have the visibility they had before. Said they were on ground level and now they are in a
hole. Now they have sewer and water which is a huge expansion. They are asking for reduction
on the two vacant lots. CM Darkenwald said due to lack of visibility and location and unique
nature he thinks they would be lucky to get $2.00 a sq foot. Mr. Rasmussen said the valuation is
based on the lots being platted and having sewer and water. He said the valuation is discounted
for being on the east side of Highway 101.
CM Darkenwald motioned to set at $300,000(118-260-001010). Seconded by CM Thorsted.
Motion carried 4-1. CM Heidner opposed.
CM Darkenwald motioned to set at $200,000(118-260-001020). Seconded by CM Thorsted.
Motion carried 4-1. CM Heidner opposed.
CM Heidner favored a reduction in value but not as much as approved.
Dan Limoseth

He said in 2005 his attached vacant lot was $12,000 now up to $14,400. He said he cannot do
anything with the lot. Mr. Triplett said they wanted to keep extra land the same value as other
parcel. CM Heidner said issue is with this land is that it cannot be combined. Keith said he spoke
with City Planner Daniel Licht and he said if he replatted could combined as one. Council
directed Mr. Limoseth to schedule meeting with City Administrator Mike Robertson.

Mr. Mantsevich said his property value dropped $66,000 in two years. Said value of house is
dropping. Wondering if it is possible to reduce his property tax. City Administrator Robertson
explained that this meeting has nothing to do with property taxes only property values, but
after reviewing his tax statement he said that the only tax that had not decreased was the
school tax, which was due to the referendum approval.

Mrs. Pratt feels that she is paying too much for taxes at almost $2000 this year. Mr. Triplett
explained that this meeting is only for valuation.

CM Darkenwald motioned no change. Seconded by CM Scharber. Motion carried 4-0. CM
Thorsted was not present.

Have had the lot for sale for more than 1 year. Mr. Triplett is adjusting the valuation to
$36,900, which is less than the listed price for the property.

CM Heidner motioned to stay the same. Seconded by CM Darkenwald. All in favor. Motion
carried.
5. Continue Board of Review to.
CM Darkenwald motioned Continue the 2009 Board of Review to May 11th, 2009 at 6:30 PM.
Seconded by CM Scharber. All in favor. Motion carried.
