1. Mayor Jessica Stockamp will call the meeting to order.
Mayor Stockamp called the meeting to order at 6:30 PM.
Roll Call: Mayor Stockamp; Councilmembers: Vern Heidner, Dan Scharber, and
Tom Darkenwald. Councilmember Mark Thorsted arrived at 6:31 PM.
Staff: Mike Robertson, City Administrator; Tami Loff, City Clerk; Ron Wagner, City
Engineer; Andy MacArthur, City Attorney; and Gary Groen, Finance Director.
Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance.
2. Consider agenda approval.
Mayor Stockamp requested to change wording on 6.2 to Quantrelle Avenue
Improvement Discussion.
CM Heidner motioned to approve as amended. Seconded by CM Scharber. All
in favor. Motion carried.
3. Consider the following minutes.
3.1. June 8, 2009 Public Hearing Minutes.
CM Heidner motioned to approve as written. Seconded by CM Scharber. All in
favor. Motion carried.
3.2. June 8, 2009 City Council Minutes.
CM Scharber motioned to approve as written. Seconded by CM Darkenwald.
All in favor. Motion carried.
4. Open Forum: (5 minute limit
4.1. Presentation of 2008 Audit.
Andy Berg, Abdo, Eick & Meyers, presented the 2008 Audit. They had found no
problems with city finances. Mr. Berg suggested that the Council Subcommittee
continue to review investment transactions monthly He noted the balances in the water
and sewer funds have improved. He recommended the cash balances should be a
minimum of one quarter's expenses plus replacement costs.
Ken Nathe, 101 Market, said he needs signage off Highway 101 and needs a permanent
sign from MNDOT. Mr. Nathe said he has had a lot of complaints from customers that
they miss the turn. He is asking for a temporary sign thru sweet corn season. Mayor
Stockamp said they have contacted MNDOT but have heard no reply. City Administrator
Robertson said you can put up temporary signs as long as you know that MNDOT will
pull them and you will lose them. City Administrator Robertson said they are revising
regulations to allow taller signs on Hwy 101.
Mr. Nathe also commented on article he read in the paper about the Quantrelle Ave
Improvement project. He said that if MRWA gets a discounted hook up fee -then he
doesn't agree with his past assessment because he paid full price. He feels there should

be some adjustment on his assessment from last November. The City Council stated
that MRWA assessment is not finalized and that it is on the agenda for tonight.
5. Consent Agenda. (Non -controversial item.
5.1. Approve Claims List.
5.2. Resolution 09-22 designating a portion of Quantrelle Ave as No Parking
Zone.
5.3. Received May 13, 09 Park and Rec Minutes.
5.4. Received May 12, 09 Police Commission Minutes.
5.5. Approve Lease of new copier.
5.6. Zimmer Farms 1-6 Escrow Reduction.
CM Heidner motioned to approve. Seconded by CM Scharber. All in favor.
Motion carried.
6. Unfinished Business.
6.1. Liquor License Request.
Chris Bulow, Riverwood National is looking for a license for winter business when they
do wine tastings, customers then can buy wine that night and take with them and it
would also be available for the Golf Course residents. Mayor Stockamp asked City
Attorney MacArthur what stops them from changing into a liquor store in the future.
City Attorney MacArthur said the City Planner was looking into the zoning. City Attorney
MacArthur said that the license could possibly be modified. City Council directed staff to
look at what conditions could be put on a liquor license.
6.2. Quantrelle Ave Improvements Discussion.
City Attorney MacArthur said the Public Hearing was closed and that we cannot take
any more testimony. CM Heidner said he feels there should be no discounts.
CM Heidner motioned to approve Resolution 09-21 adopting assessment of
$86,875.71 for Quantrelle Ave Sewer and Water Extension. Seconded by CM
Scharber. All in favor. Motion carried.
City Attorney MacArthur said that the City Council has 30 days for discussion on SAC
(Sewer Access Charges) fees.
Perry Edwards, MRWA, stated the only problem they had was they felt there was a
math error in amount. CM Darkenwald asked what math error he is referring to. City
Engineer Wagner reviewed how the SAC fees were calculated. It is not a math error but
a difference in interpretation. Mr. Edwards said they have tried to come to an
agreement and they appreciate the accommodations the City Council has made for
them. CM Darkenwald said at last meeting he said he wants to do what is fair for them
but also for other residents. They have paid for the infrastructure and when the City
Council gives a discount the other users make up the difference. CM Heidner said he
agrees with CM Darkenwald. Mr. Edwards said they wanted SAC fees computed on
average usage. Mayor Stockamp asked how this affects your decision because the City
does not compute on average; they use peak flow because the system has to be
designed to accommodate peak flows. Mr. Edwards said he will have to talk to his
board.

Mayor Stockamp motioned to set up a City Council Workshop for discussion
of SAC charges with MRWA for Tuesday.. June 30th at 7 PM. Seconded by CM
Thorsted. All in favor. Motion carried.
7. Public Works.
City Engineer Ron Wagner updated the City Council on a sewer backup on Kagen Court
in Riverwood National. After investigating they found the cause was from twine in the
manhole. City Engineer Wagner said he will be meeting with the contractor to go over
this.
8. Dan Licht, City Planner.

9. Ron Wagner, City Engineer.
9.1. Norin Landing Park Plan.
City Engineer Wagner presented a draft plan. City Administrator Robertson said staff
met with DNR and they have money for a dock and a concrete boat landing. Council
asked if the dock would be removed in winter. City Administrator Robertson said yes we
would have to maintain and remove it. Next step would be to meet with DNR to review
the plan and estimated costs and see how much money they are willing to pay.
Chris Bulow, Riverwood National, said that there are two very large historical
cottonwood trees where the parking is. City Engineer Wagner said they would try to go
around them.
9.2. Request from Davis Mississippi Coves.
City Engineer Wagner said they received a request to extend projects until next season.
CM Scharber asked how many items are left on their list. City Engineer Wagner said
minor items plus the second lift of blacktop. Mayor Stockamp asked about landscape
issues. CM Heidner said the City had to remove fence. Finance Director Groen said
those costs are already taken out. City Administrator Robertson said they will delay until
next agenda when City Planner is here to review landscape issues.
City Engineer Wagner updated council on meeting regarding Monticello- local bridge
that he and the Mayor attended.
10. Andrew MacArthur, City Attorney.
10.1. Review of Draft Ordinance and possible adoption.
City Attorney MacArthur reviewed the draft ordinance. City Attorney MacArthur spoke
with Sergeant Leander from the Wright County Sherriff Department; he could not make
it to this meeting but said he would be available for a future meeting. City Attorney
MacArthur said Council could adopt the ordinance and then set a workshop or set a
workshop first to review before adopting. Mayor said that they should not be allowed
around where kids are. CM Thorsted said you know where these people are; he is
worried more about the ones you don't know about.

CM Darkenwald said when council reviewed the adult use ordinance there was a map.
Administrator Robertson said they would prepare a map. The City Council requested to
bring Sergeant Leander to a future City Council meeting.
Mayor Stockamp motioned to approve Ordinance 09-08 adopting regulations
applicable to sexual offenders and sexual predators. Seconded by CM
Darkenwald. All in favor. Motion carried.
CM Heidner motioned to approve the summary ordinance for publication.
Seconded by CM Darkenwald. All in favor. Motion carried.
10.2. Monticello -Big Lake Hospital District.
City Attorney MacArthur reviewed. City Council added to City Council Workshop
Tuesday, June 30th closed meeting to direct staff in negotiations.

CM Darkenwald motioned to approve. Seconded by CM Thorsted. Motion
carried 4-0. CM Scharber abstained.
