Staff recommends purchase of a one -ton truck chassis from Midway Ford and having it outfitted with a
dump body from Crysteel Truck Equipment.

BACKGROUND/JUSTIFICATION:
Part of the 2015 CIP includes the replacement of the Street Department's 2006 F-350 dump/plow truck.
The vehicle rating system that we established last fall put the rating of the vehicle at a 16. The age,
mileage, condition and anticipated costs have supported staffs decision to move forward with the
replacement. Staff originally pondered on the possibility of holding onto the vehicle for the added
benefit of having an additional one -ton that had the dump body capability. The trade-in values that
staff received for the vehicle were very low at only $5,500 offered from Crysteel Truck Equipment and
$7,500 from Midway Ford. Both parties were skeptical at offering higher trade-in amounts because this
particular vehicle is notorious for having turbo and engine problems. Staff brought the vehicle into Elk
River Ford for a service quote because the truck is beginning to run rough. They recommended that the
truck needed all new injectors, a fuel pressure regulator, a coolant flush and a drive line service which
retails at $5,080.18.
Staff has concluded that it is not worth putting this kind of an investment into a vehicle which still may
have turbo or engine problems. Staff is recommending that we purchase a new F-350 chassis and equip
it with a stainless steel dump body. Staff is not making the recommendation to put a plow on this
vehicle at this time as the departments have repurposed the role of the one -tons in the snow removal
response. However, the new truck will have the snow plow prep package installed in the event that it is
needed.
The F-350 truck chassis is available on state contract pricing through Midway Ford. The truck has been
optioned out with the same specifications as the truck it is replacing. Midway Ford has also offered the
City of Otsego $7,500 for the truck as -is with the plow. The state contract purchase price for the chassis
is after our trade-in is $29,914.11.
Staff is also making the recommendation to upgrade the dump -body on the chassis to a stainless steel
dump -body. We have noticed that the side and rear doors our existing steel dump -body dumps get very
corroded and difficult to operate over time. These doors are very heavy and any rust or corrosion
makes them difficult to operate. Staff routinely gets into projects when those doors are opened and
closed many times a day and stainless steel is an ergonomic and economic choice for this truck. State
contract pricing was also available for the dump -bodies. Quotes were received from Crysteel Truck
Equipment and Aspen Equipment in the dollar amounts of $14,181 and $14,315 respectively.
Staff is recommending that we purchase the new F-350 chassis through Midway Ford at the state
contract price. We also recommend trading in the old truck/plow for the quoted $7,500 to Midway Ford
for a balance owed to Midway Ford of $29,914.11. Staff is also making the recommendation to have
Crysteel Truck Equipment equip the new truck with a stainless steel dump body and equipment for the
quoted stated contract price of $14,181. Total purchase price for the truck would be $44,095.11 which
is below the amount of $45,000 originally budgeted for the truck. The Public Works Subcommittee was
presented with this information and recommended that it be placed on the consent agenda for
approval.

chassis/engine/transmissionfexhaust configuration possible, regardless of who orders or specifies it. Nor can Aspen Equipment guarantee that a chassis ordered today will not change in design prior to
delivery from the factory. Therefore, Aspen Equipment does not warrant that quoted products can be installed on a chassis without modifications to the chassis or products installed. As such, Aspen
Equipment will not be responsible for the cost of modifications due to exhaust systems conflicting with the installation of quoted products. Aspen Equipment will make every reasonable effort to ensure
