at a total cost of $61,620.

BACKGROUND/JUSTIFICATION:
Each year, as part of the City's Pavement Management Program, we contract out the crack sealing of
City streets which are part of the Proactive Maintenance Plan. Staff has identified three prioritized
sections of streets which are being recommended for crack sealing. These sections are:
1. 2012 Micro -surfacing of 781h Street
2. 2012 Micro -surfacing of Odean Ave.
3. 2015 Proactive Maintenance on Seal Coat/Fog Seal Streets
Staff requested quotes from Allied Blacktop Company and Bargen Inc. Both companies have performed
crack sealing projects for the City in the past. After discussion among the Public Works Subcommittee
and follow-up research and analysis, staff is making the recommendation to accept the proposal from
Allied Blacktop Company in the amount of $61,620. The crack sealing budget for 2015 is $61,000. The
Public Works Subcommittee was presented with this information and recommended to place this item
on the consent agenda for approval.

We hereby submit the following specifications and quotation for the following:
Longitudinal and Transverse working cracks 1/4" wide and wider will be routed, dried and cleaned with a
hot air lance or forced air wand, and filled with a 3723 series hot elastomeric crack seal material
(CRAFCO 535). The material will be applied with 2 melters equipped with a double jacketed boiler and an
internal and external thermostat to prevent scorching and overheating. Previously sealed cracks which
have re -opened will be cleaned dried and re -sealed.

Mote: Applicator wand to be used exclusively when premature cooling of the product may be an issue.
Overband will be present after sealant has been applied. Traffic must be kept off until the material has
properly cured. This generally takes between 10 and 20 minutes. When traffic control is an issue, a
proper blotting agent will be applied. This contractor offers a one year guarantee on workmanship and
materials. Owner will be notified typically one week prior to construction. This contractor to work with
owner to determine schedule that will be least disruptive. Previously sealed cracks that have failed or re -
cracked ovon't be routed.
We propose to furnish material and labor, complete in accordance with the above specifications, for the
sum of:

Payment terms are net 30 days. Note: This proposal may be withdrawn if not accepted within 30 days.
All material is guaranteed to be as specified. All work to be completed in a workmanlike manner
according to standard practices. All agreements contingent upon strikes, accidents or delays beyond our
control. Allied Blacktop Company to carry proper insurance including Workers Compensation.

personal property may file a lien against your property if that person or company is not paid for the
contributions. Under Minnesota law you have the right to pay persons who supplied labor or materials for
this improvement directly and deduct this amount from our contract price, or withhold the amounts due
therm from us until 120 days after completion of the improvement unless we give you a lien waiver signed
by persons who supplied any labor or materials for the improvement and who gave you timely notice.

Thank you for the opportunity to explain the asphalt pavement maintenance services our firm offers and to
provide you with a quote for your city streets. 1 am confident that you will fend the services beneficial for your
roads. I would like to explain the procedures our service crew uses.
Aspi.ait Rubber Crack Repair
Our service crew will:
A. rout out cracks 1" wide by 1" deep for cracks that are 40 feet apart and closer
B. rout out cracks 1 %" wide by 1" deep for cracks that are 45 —80 feet apart
C. if the cracks are wider, they will be routed accordingly
D. the cracks will then be cleaned with high volume blowers
E. as a second cleaning procedure, a heatlance will be used to dean out any remaining debris and/or
moisture
E. cracks will be filled three-quarters to full
G. after a cooling period, the cracks are filled a second time using a banding applicator
H. this does not include any allegated areas
1. the debris will be blown to the side of the curb, where it will be the City's responsibility to sweep up
Sealant
The sealant that we will use meets and exceeds the Minnesota State Spec. #3723.2 and Iowa
ASTM-D3405 and AS T M-D6690 type II Spec. with the following modifications:

Pavement maintenance can be e;,rtremely dusty and dirty work and we strongly encourage the public to keep their
Personal property at a strong distance awoy from our work zone. This will avoid anypassible concerns for dust
debris or damage. A recommended distance would be 75 —150 feet away from the work zone. An insurance
Certificate is available upon request.
TERMS: Owner agrees that all payments required under this Contract shall be due and payable within 30 days of
date of invoice. Owner further agrees that Bargen Inc. may charge interest at the annual rate of eighteen percent
(18%), unless a lesser percentage is required by law on any sum due under this Contract which is not paid within 30
days of invoice date. If payments are not made when due, interest, costs ii.ncidental to collection and attorney's fees
(if any attorney is retained for collection) shall be added to the unpaid balance. Bargen Inc. reserves the right,
without penalty from Owner, to stop work on the project if Owner does not make payments to Bargen inc. when
due.
This Proposal%Contract may be withdrawn by Bargen Inc. If not accepted within 30 days, or at anytime, subject to
increases related to material prices as noted above.
