ARE YOU SEEKING APPROVAL OF A CONTRACT? IS A PUBLIC HEARING REQUIRED? Yes No BACKGROUND/JUSTIFICATION: The 90th Street trail will connect the existing trail along Nashua Avenue to trails within Prairie Park. This will provide an off street alternative to using 90th Street for pedestrians coming from the north along Nashua Avenue and from the Meadow Creek development. This project was included in the 2015 Capital Improvement Plan (CIP). Separate from this project, two high visibility push button pedestrian cross walks across 90th Street were approved at an earlier council meeting and are being installed by City forces. Because the project was estimated to be below $100,000 only quotes were required. Request for Quotes were sent to 6 contractors. Quotes were received from 2 contractors June 2, 2015. The quotes received area as follows, lowest to highest. Omann Brothers $61,365.00 Midwest Asphalt Corporation $89,922.00 The amount budgeted in the CIP is $57,070 for the entire project. This included the push button pedestrian signage. The current low quote is approximately $30,000 less than the previous quote even when discounting the push button pedestrian signage. The extension in the time appears to be the reason, as the low bidder stated the previous time line did not allow them to consider the project. The low bidder is local and has completed numerous projects in Otsego satisfactorily. Although the entire project cost is still a little more than 50% above the CIP budgeted amount, it is staffs opinion this is a favorable bid considering the scope of the project is more than what was initially in the CIP.
