04-01-92 PCCITY OF OTSEGO PLANNING COMMISSION MINUTES OF 4/1/92 AT 8PM - PAGE 1 - Chairman Carl Swenson called the meeting to order at 8:OOPM. Members present were as follows: ING ROSKAFT MARK WALLACE BRUCE RASK CARL SWENSON DENNIS MCALPINE JIM KOLLES RON BLACK - COUNCIL REP Staff present: ELAINE BEATTY JUDY HUDSON First item on the agenda was the consideration of the Minutes of 3-4-92. Rask motioned to accept the Minutes. Roskaft seconded the motion. Motion carried unanimously. The Minutes for the meeting on 3-25-92 were agreed to be put on next meetings agenda. By-laws for the Planning Commission were discussed next. Page 1 - Section C - 3rd line added, recording section Page 2 - Item #3 - Work rules - seven voting members voting added Page 2 - Item #6 - Added (All of the paragraph was added) . Page 3 - Item #16 - Changed to read "Conflict of Interest". Partake in the discussion or vote on that particular matter. Rask motioned to accept the New Planning Commission By- laws as written. Roskaft seconded the motion. Swenson stated this will now be our operating rules for the Commission. Motion carried unanimously. By-laws have been adopted. John Olson: A resident asked about building a pole shed. Swenson told him that he would have to get on the agenda. Rask said he had a letter from Kathy Lewis regarding her resignation and now Dennis McAlpine would be a regular Planning Commission member. It was noted the Council would handle the appointments. Wallace motioned that Dennis McAlpine assume the regular Planning Commission position and requested consideration from the Council for an alternate to fill McAlpine's position. Roskaft seconded the motion. Wallace said that being Lewis was Vice -Chair, another would need to be appointed. Motion carried unanimously. McAlpine nominated Rask as the Vice -Chair, Kolles seconded the motion. Wallace nominated Roskaft. Rask seconded the motion. Roskaft did not accept the nomination (declined). Rask was voted Vice -Chair unanimously. Wallace noted that work rules should be changed to two regular scheduled meetings on the 1st and 3rd Wednesday of each month. Change the by-laws as noted above. Rask brought up the barn on the Lefebvre's property and Licht's report that it should be removed. Rask thought Council should leave it because it is historic and they CITY OF OTSEGO PLANNING COMMISSION MINUTES OF 4/1/92 AT 8PM - PAGE 2 - brought up Lefebvre's Round Barn and The Historic Kick Off of the Great River Road Site for the festival. Swenson said if it were on the Historical register it couldn't be removed. Rask discussed a little more. Roskaft said he doesn't get disturbed by those things. He has seen quite a few in residential neighborhoods. Wallace said he would like to look at it on his own time. Swenson said the reason Kirmis wrote this was to start off without a variance. McAlpine said as more development starts moving west it will happen again. Roskaft said he may be right, but that there are very few farms in the city. He would recommend the barn stay. Roskaft said it was a pioneer trail and that portion of River Road won't be there anymore. Black said if he recalls the plat correctly they worked hard to get a lot and a block there. Rask said if Steiner would split the house and farm buildings off would they be asked to move that building? Black said he can't imagine anyone splitting it off and living there. Black said to maximize your return on that property, that it would be sold to someone who would split it up and they would've want a bunch of old buildings setting there. Residential use would've fit into the land use in that area. McAlpine said there are farms in the area and they have buildings that are old as we are. Moving westward, are we thinking of taking buildings and making room for development? They are actually a work of art. We are talking about the city of Otsego. What is Otsego going to be? Shouldn't we start thinking about keeping some historical buildings? Swenson said there is a method of getting old buildings on the Historical Register. They are on private property. Swenson said he doesn't think the city is saying we want to knock down the buildings. Black said if he would have owned the Vorderbruggen land he would've had it platted like that. Black said he would hope the round barn would be saved. Wallace motioned to adjourn the meeting. McAlpine seconded the motion. Motion carried unanimously . JAMES(911.
