09-15-93 PCCITY OF OTSEGO PLANNING COMMISSION MEETING MINUTES OF 9/15/93 AT 8PM - PAGE 1 - The meeting was called to order by Chair Carl Swenson at 8PM. The following Planning Commission Members were present: ING ROSKAFT DENNIS MCALPINE BRUCE RASK CARL SWENSON GENE GOENNER MARK WALLACE ARLEEN NAGEL-ALT LARRY FOURNIER/CR Staff present was as follows: Bob Kirmis, NAC Elaine Beatty, City of Otsego AGENDA ITEM #2: CONSIDERATION OF MINUTES OF 9/1/93 ROSKAFT MOTIONED TO APPROVE THE MINUTES OF 9/1/93 AS PRINTED. RASK SECONDED THE MOTION. MOTION CARRIED UNANIEMOUSLY. AGENDA ITEM #3: HEARING TO CONSIDER AMENDMENT OF ZONING ORDINANCE PERTAINING TO ACCESSORY BUILDINGS. Swenson - Explained the hearing process. Beatty - Noted that the proper publication and posting had been done. Kirmis - Explained NAC's Report of 8/19/93, on Accessory Building Amendment to the City's Ordinance. We have had a large number of requests for larger buildings. Kirmis explained further. Page #2 - Currently requirements are 750 sq ft . This would allow for 250 sq ft larger. Item b. Has been added. Item c. Is a threshold that is large enough to have the P.C. and City Council review. Item d. Has been increased to 500' 7.c. Kirmis explained Page #4 - The Administrative Permit process has been added. Item g. (Page 5). " The accessory building match the principal building in color and exterior finish materials" g.l Is a conflict to g on Page 5. Kirmis explained. He felt g.l "and exterior finish materials" should be omitted, as it is a conflict to g on Page 5. At this point the Hearing was opened to the public. CITY OF OTSEGO PLANNING CONDESSION MEETING MINUTES OF 9/15/93 AT SPM - PAGE 2 - RANDY REZNEICK: Would the outbuildings have to be the same as the house? Or are you changing it? Kirmis - One section says the same or similar quality. There is a conflict and in my opinion, something needs to be changed here. Rezneick - If someone wants a larger building do they go through the process and pay to be heard? Kirmis - Now you have to come before the Planning Commission and City Council. With this Ordinance Amendment, it can be done administratively. Kirmis - We are trying to streamline the policy and provide an Administrative Permit. Swenson - He asked about fees. Can you tell him what kind of fees are involved? Beatty explained now the base fee is $200.00 for a Conditional Use Permit, but it has been running more. Rezneick - Asked why we don't look at the total space and allow larger buildings? Swenson - said we are trying to streamline the process and make it less expensive and easier. DARLYN KOFOED - Stated she would like to see someone go through the Building Permit process to be able to get a larger building, rather than leave their stuff set outside. Swenson - This is a very common process and has been here many times. Rezneick - Was there conversation on allowing larger buildings? Swenson - explained that we have actually increased what it was before. If you want a larger building on a residential lot we feel it should go thru the process as it does have an impact. Swenson asked if anyone else wished to be heard. No one else did. At this point the HEARING WAS CLOSED and it was brought back to the Planning Commission. Wallace - Had a question on f. Page 5. In talking about similar quality, how does one define that? There are a lot of different materials that would meet building standards, but how do you define that. Kirmis - It is intended to provide a little flexibility. It still has to be the same color, but not the same material. Wallace - explained the process and discussion was had on material. Kirmis - Quoted g.l Page 4 of the Ordinance Amendment. Much discussion was had. Roskaft - I don't want to see lenience, but I don't want to see junk When sewer and water come in and they have a large shed and take it down, and they want to build a garage and have a brick house, they shouldn't have to build a brick garage, but a decent building. I think there should be recognition that the building has to be a decent looking building, but the building has to have some sort of leniency. CITY OF OTSEGO PLANNING COMMISSION MEETING MINUTES OF 9/15/93 AT 8PM - PAGE 3 - Kirmis - The original intent was to update the process for garages. Discussion was had on accessory building materials. Swenson - The accessory building could be the same or similar material. Rask - talked about no pole sheds. Wallace - Explained when he used to work construction, the stick built buildings could have corrigated steel on them and not be presentable. Much discussion on mobile homes was had on building materials and should the accessory building match the principal structure, etc. Goenner - When Thibodeau was in, he wanted a tin building in a commercial zone. We said no. Why don't we use the same regulations as the commercial area for accessory buildings? Roskaft - Steel siding is a lot different than corrigated steel siding. I think if you say it is allowed in the Ag area, but no where else, it may work. There are a lot of sidings that are very nice. Kirmis - The Ordinance does read that way. Fournier - I think you should say similar material and leave it to the Building Inspector's discretion . McAlpine - I have a problem with the tin sheds, just because it is AG. More discussion was had. Swenson - Did we come to a consensus? Kirmis - It could read "The same material, or being determined by the Building Inspector". g. Page 5 - Delete after color, "and exterior finish materials". 1. Page 4, Section 20-16-4.G.1 Except as may be expressly allowed by this Chapter, the same or suitable quality exterior finish materials as determined by the building inspector shall be used in all accessory buildings. (is how it should read). WALLACE MOTIONED TO APPROVE THE ZONING ORDINANCE AMENDMENT AND CHANGE. ROSKAFT SECONDED THE MOTION. MOTION UNANIMOUSLY APPROVED. AGENDA ITEM #4: DISCUSSION OF PETROLEUM CHEMICAL STORAGE AMENDMENT TO THE ZONING ORDINANCE. Kirmis - Explained that the Council recommended tabeling this item until further information is provided by NAC's Office. ROSKAFT MOTIONED TO POSTPONE ACTION ON THIS ITEM UNTIL WE GET FURTHER INFORMATION FROM THE COUNCIL. GOENNER SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY. Fournier, who was standing in as Council Representative for Ron Black thanked the Planning Commission for the professional public hearing at the last meeting and told them it was very well done.
