Recommend promoting Brad Sherrill to Street Operations Foreperson and advertising to fill two vacant
Street Department maintenance positions.

BACKGROUND/JUSTIFICATION:
5.3A Appoint Street Operations Foreperson:
Recently, interviews were conducted for Street Operations Foreperson following external advertisement
of the position. The selection process included both an oral interview and a written test. Based on the
results of the review of the applications received, the oral interviews, and the written test, Street
Operations Manager Kevin Lamson and I recommend Brad Sherrill for the position. As you know, Mr.
Sherrill is currently a maintenance II employee. He meets the requirements for the Street Operations
Foreperson position and has considerable knowledge of Otsego's street and storm water operations.
Based on his experience with the City and his qualifications for this position, we recommend that Mr.
Sherrill start at step 6. This position is currently in pay grade 11, but is under review along with all City
positions as part of the Classification and Compensation Study.
5.3B Authorize Advertisement for Vacant Maintenance Positions:
With the promotion stated above, there will be two vacant maintenance positions in the Street
Department. Street Operations Manager Lamson is recommending hiring one maintenance II employee
and one maintenance I employee. Please see his attached memo for his rationale. To bring the
department back to its previous staffing level, we are requesting authorization to advertise for the
following positions: Maintenance II and Maintenance 1.

RE: Street Staffing Recommendation
In the spring of 2014, the Street Department staffing level numbers were seven full-time
employees. The positions in the department were as follows:
1. Streets Supervisor
2. Streets Lead Worker
3. Maint. II
4. Maint. II
S. Maint. II -
6. Maint. II
7. Maint.I
The Streets Department is still short one full-time employee due to the supervisor's departure
last year. We will also be short one Maint. II employee as of Monday, June 22nd with Rick
Knutson's resignation. That leaves the department short two full-time employees.
If the council moves forward and accepts Brad Sherrill's promotion to Street Operations
Foreperson, I recommend that the City advertises to hire for these two open positions that the
department is short. I would recommend that we hire one Maint. II position and one Maint. I
position to bring in a new hire at more of a laborers role.
It is important that the department has adequate staffing levels to maintain the level of service
that is expected of it. Staff is hopeful that the council recognizes the immediate need to get the
Street Department's staffing levels back up to where we were approximately one year ago. If
the need is not met in the near future, it will make it much more difficult for the department to
complete some of the goals we have set forth with.
