Public Works Subcommittee recommends installation of street lights at non -lit intersections as shown
on exhibit 1.

BACKGROUND/JUSTIFICATION:
Elk River Municipal Utilities (ERMU) is continuing their electrical upgrades within Mississippi Shores.
They will be upgrading a certain stretches of overhead power to underground from CSAH 39 to the
County Park. An attached map shows the streets that will be receiving new underground power. While
they are completing this stretch, they will be updating existing High Pressure Sodium (HPS) lights to LED
lights. They will also be replacing any wood poles with fiberglass poles. There is no charge to the City
for this maintenance work.
The question ERMU has "Is there any new street lights to incorporate in the upgraded sections?" There
would be some cost savings of mobilization and give the City the ability to upgrade the area to meet the
City ordinance regarding street light placement or at least light unlit street intersections. The City of
Otsego's Ordinance on street lighting requires any new development to install one street light at every
intersection, at the end of cul-de-sacs, and mid -block if the spacing of intersections exceeds 900'. To
meet the ordinance, the area would require 7 additional street lights labeled C (Change from private to
City) or N (New) - (see attached Exhibit 2 for locations). The cost for the street lights would be $1500
each plus any applicable taxes. The cost per month charged for ongoing maintenance and electricity is
$9/fixture. There is no monthly cost difference between HPS and LED as the savings in electricity for the
LED fixture is used to offset the extra cost of the LED fixture itself.
Public Works recommendation was for installation of street lights is per the attached map Exhibit 1 to
light unlit street intersection but to forgo mid -block installations due to the large lot nature of the
neighborhood.
