REGULAR COMMISSION MEETING
1 CHAIR SWENSON WILL CALL TO ORDER•
Chair Swenson called the meeting to order at 8PM
ROLL CALL:

Council Member Floyd Roden was also present.
2. CONSIDERATION OF MINUTES OF 7/20/94:
ING ROSKAFT MOTIONED APPROVAL OF THE MINUTES OF 7/20/94. BRUCE
RASK SECONDED THE MOTION. MOTION CARRIED UNANIMOUSLY.
Carl Swenson questioned Pg. 3. # 10. He had a problem with " PUD Zoning or
Commercial" was " use" or what, intended? Carl Swenson read #10. Pg. 3 of minutes
Carl noted. "use" should be inserted.
3 PLANNING COMMISSION REVIEW OF POSSIBLE ORDINANCE
CHANGES:
Discussion of amount of copies that should be brought forward regarding applications to
the PC, Council, etc. ("legible copy" was discussed) It was decided the size wasn't
important, it was the legibility of the copies.
GENE GOENNER MOTIONED TO RECOMMEND THE PLANNING
SUBDIVISION ORDINANCE TO BE REVISED TO REQUIRE 5 FULL SIZE
AND 13 LEGIBLE COPIES (A MINIMUM OF 11 "X17" WAS AGREED UPON).
ARLEEN NAGEL SECONDED THE MOTION. MOTION CARRIED
UNANIMOUSLY.
Garage requirements was discussed and the question of requiring a garage with a new
home was discussed, either detached or attached garage. Floyd Roden said the garage
being built when a home is built is very minimal in price. More discussion was had.
Discussion of other communities and their ordinances requiring garages.

BRUCE BASK MOTIONED TO REQUIRE ALL NEW HOMES HAVE A MIN.
OF A 2 CAR GARAGE AND HAVE NAC BRING BACK A
RECOMMENDATION TO THE PLANNING COMMISSION. ING ROSKAFT
SECONDED THE MOTION. MOTION CARRIED WITH GENE GOENNER
OPPOSING.
Ing Roskaft brought up we should find out how we can annex the whole City of
Albertville. More discussion was had. Gene Goenner asked if there is something the PC
could draft in regards to this? Bruce Rask asked about proposing a sewer district and
making the developer install same. Possibly the P.C. can put a Resolution into effect
setting forth their views.
Ing Roskaft said the reduction of our property which allows the reduction of taxes should
not be allowed. Also the 5,000 minimum population was discussed which is required for
MSA funding. Carl Swenson felt the Planning Commission should have a Resolution to
the City Council opposing annexation at the time.
ING ROSKAFT MOTIONED TO HAVE A RESOLUTION OPPOSING ANY
ANNEXATION INTO ALBERTVILLE OR ANY OTHER JURISDICTION,
WITH THE OBVIOUS INTENT OF REMOVING ANY AGRICULTURAL LAND
FROM PRODUCTION. (PRIME AGRICULTURAL LAND). AS IT WAS
RECOMMENDED BY THE MUNICIPAL BOARD WHEN THE CITY OF
OTSEGO BECAME INCORPORATED TO PRESERVE AGRICULTURAL
LAND IN THE WESTERN PART OF THE CITY OF OTSEGO. THE CITY OF
OTSEGO HAS BEEN CONSISTANT IN THEIR ENFORCEMENT OF THEIR
COMPREHENSIVE PLAN.
SECONDED BY MARK WALLACE. MOTION CARRIED UNANIMOUSLY.
Carl Swenson brought up the zoning setback information and Elaine will make a copy for
P.C. Members.
5. ADJOURN:
ING ROSKAFT MOTIONED TO ADJOURN. BRUCE RASK SECONDED THE
MOTION. MOTION CARRIED UNANIMOUSLY.
