04-05-95 PCCITY OF OTSEGO PLANNING COMMISSION MEETING APRIL 5, 1995 8 P OTSEGO CITY HALL 1. Chair Swenson will call the meeting to order. Chair Swenson called meeting to order at 8 PM. Chair welcomed Arleen Nagel as a new full time member and Richard Nichols as a new Alternate. ROLL CALL: Chair Carl Swenson, Ing Roskaft, Gene Goenner, Arleen Nagel, Jim Kolles, Mark Wallace, Alternate Richard Nichols, Councilmember Larry Fournier Excused Members: Bruce Rask Staff: Elaine Beatty, Clerk/Zoning Administrator, Judy Hudson, Deputy Clerk 2. Consideration of the Minutes of March 15, 1995, Ing Roskaft motioned to approve Minutes of March 15, 1995. Seconded by Arleen Nagel. All in favor. Motion carried. 3. Hearing (Continued from March 15- 1995) to consider the following Ordinance Amendments: Elaine Beatty referred to the handouts of Storm Water Policy Standard Unit Measurement of Runoff. CM Fournier thanked Arleen Nagel for attending the Stormwater Public Hearing of March 20, 1995. Chair Swenson opened the Hearing. Councilmember Larry Fournier went over the two types of Fees: 1. Impact Fees - For the developers and these fees help pay for storm water trunk facilities. 2. Utility Fees - These fees are for everyone, and helps pay for maintenance. CM Fournier also briefly went over the REP formula. Carl Swenson opened Hearing for Public Comment and Discussion: There was none. Hearing was closed and brought back to the Planning Commission. a Amendment to the Fee Sections of the Zoning_ Ordinance Discussion: Gene Goenner was concerned with the determination of the impervious surface of farms. He said the maps from the Wright County Soils and Water aren't accurate. Elaine Beatty and CM Fournier said it won't be that much different from residential. Mark Wallace said that basically the farm and a parcel such as his will be about the same. Elaine Beatty replied yes. Gene Goenner asked if the council decided the fee. CM Fournier said no. Fees will be set at a Public Hearing. The Public Hearings have not been set. Ing Roskaft asked if the funds collected from these fees will be put into a separate fund and not the General Fund to be spent somewhere else. Elaine Beatty said they would go into a separate fund. Ing Roskaft motioned to recommend to the City Council to adopt Amendment to the Fee Sections of the Zoning Ordinance. Seconded by Mark Wallace. Voting in Favor: Ing Roskaft, Arleen Nagel, Jim Kolles, Mark Wallace, Gene Goenner, Carl Swenson. Abstained: Richard Nichols, reason: stating that he had no been in previous discussions on this subject. Motion carried. h Amendment to the Fee Sections of the Subdivision Ordinance Gene Goenner motioned to approve the Amendment to the Fee Sections of the Subdivision Ordinance. Seconded by Ing Roskaft. Voting in favor: Ing Roskaft, Arleen Nagel, Jim Kolles, Mark Wallace, Gene Goenner, Carl Swenson. Abstained: Richard Nichols, reason: stating that he had not been in previous discussions on this subject. Motion carried. Elaine Beatty informed the Planning Commission these items will be on the City Council for April 10, 1995, at 6:30 PM. a Update on Third Industrial Site by Mark Wallace Last formal meeting was last Thursday. They came up with the final recommendations and are now working on a formal report. Mark will contact Elaine to set up meeting for formal presentation. b. Any other business Chair Swenson referred to memo from staff on fencing of ponds: Mark Wallace motioned to delay this until the next meeting in order to have Bruce Rask's participation on this subject. Seconded by Jim Kolles. All in favor. Motion carried. Arleen Nagel's Subcommittee: Will be held on April 20, 1995 at Otsego City Hall at 8 PM. 5. Adiourn. Ing Roskaft motioned to adjourn meeting.
