ITEM 3.5A Planning 6.15.2015 MinutesITEM 3_5A OTSEGO PLANNING COMMISSION MEETING OTSEGO PRAIRIE CENTER JUNE 15, 2015 7:00 PM Call to Order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: David Thompson, Steve Schuck, Roger Mord and Richard Nichols. Absent: Commissioners Jim Kolles and Aaron Stritesky. City Council: CM Vern Heidner. Staff: Liz Stockman, Associate City Planner and Tami Loff, City Clerk. 1. Consider the following minutes: 1.1 June 1, 2015 Planning Commission Meeting, Commissioner Schuck noted name spelling error and typing error on page 3 "mask" sound dryers. Commissioner Thompson motioned to approve with typing error corrections. Seconded by Commissioner Schuck. All in favor. Motion carried. 2. Public Hearing items: 2.1 Boondox Bar and Grille: (Per Applicant Tabled until July 6, 2015) A. Amendment of the Planned Unit Development- Conditional Use Permit approved October 24, 2011 to allow restaurant/bar occupancy of the former clubhouse building for other than an office and the 2002 expansion area and other site/building plan changes. Chair Black said this item has been tabled per the applicant until July 6, 2015. Chair Black opened the Public Hearing at 7:02 PM. Hearing no comments Chair Black continued the Public Hearing until July 6, 2015 at 7:00 PM. 2.2 Rolfe Anderson: A. Conditional use permit to relocate an existina sinale familv dwellina to a lot within the City. Associate City Planner Stockman presented the Planning Report. Applicant Rolfe Anderson said he agrees with the staff report. City Clerk Loff attested that all the proper noticing, posting and publishing has been completed. Chair Black opened the Public Hearing at 7:05 PM. Ken Yunger, 8333 Packard Avenue NE, questioned what the structure that will be brought in looks like and also what will happen to the existing structure. Mr. Anderson said the single wide will be removed. Associate City Planner Stockman presented photo of the proposed structure. Commissioner Nichols asked how long he has lived in the neighborhood. Mr. Yunger said five years and stated he has put a lot of work into his property. Commissioner Nichols asked if Mr. Yunger has noticed if it's gotten any better within the five years. Mr. Yunger discussed the unpainted homes on his block that isn't kept up and property maintenance issues on the block. Ms. Stockman explained the code enforcement procedure. Commissioner Thompson asked if the driveway will be paved. Mr. Anderson said yes. Chair Black closed the Public Hearing at 7:17 PM. Commissioner Thompson motioned to approve a Conditional Use Permit to allow relocation of an existing single family dwelling to Block 8, Lot 2 Vasseur's Oak Grove Estates 1st Addition subject to the six conditions listed in the Planning Report. Seconded by Commissioner Nichols. All in favor. Motion carried. 3. Update on City Council actions. CM Heidner updated the Commissioners on City Council actions. 4. Update on future Planning Commission Agenda items. Next meeting July 6, 2015 at 7 PM. 5. Adjourn. Commissioner Schuck motioned to adjourn. Seconded by Commissioner Thompson. Adjourned at 7:37 PM.
