Yes Yes — was held May 26th, 2015 BACKGROUND/JUSTIFICATION: City staff has received phone calls regarding the condition of Packard Avenue and the PCI rating places the street as one of the worst within the City thus placing it on the Capital Improvement Project list. Packard Avenue is included in this year's CIP. The street was originally paved in 1991. Currently it has a Pavement Condition Index of 42 and is in need of improvement. The street has transverse and longitudinal cracking, rutting and spalling. The street provides access for 15 homes and 7 properties. The street also provides a connection between CSAH 37 (paved) at the north end and 601h St (gravel) at the south end. The south end is the border with St. Michael. The City began a Street Maintenance Program in 1997. In 2000, Packard Avenue received a seal coat. A second seal coat would have been scheduled for 2006. At that point the street was 15 years old and the street was determined to be beyond proactive maintenance and was placed in the preventative maintenance program which is basically patching as needed. It should be noted that very few Cities prior to the year 2000 had a street maintenance program. City Council authorized preparation of plans and specifications and held a public hearing for May 261h of 2015 to discuss the potential of assessing the benefitted properties and at what amount. A feasibility report has been presented to and accepted by City Council and included assessing the 22 properties equal amounts to account for 50% of the cost of the project. The other 50% of the project is proposed to be funded by the City. The project includes skin patching any spalling and surface imperfections, place a 1" leveling course to fill in ruts and remaining surface imperfections and then place a 1 %" wear coarse for additional strength and a smooth surface. We would expect a minimum of 10 years of additional service. 15 years or more of additional service may be expected with the City following its maintenance plan for streets. Preliminary cost estimate for the project is included as an attachment. We have estimated the project to cost $160,000. The project would be completed prior to Labor Day of this year with a possible assessment hearing set for September or October of 2015. Six bids were received on June 23rd of 2015. The engineer opinion of construction cost was estimated to be $142,133.50. The low bid from Hardrives, Inc. was $133,954.40 or 6.1% below engineers estimate. Hardrives is a local paving contractor from Rogers, MN and has completed several other projects in the City of Otsego satisfactorily. Therefore, we recommend approval of Resolution 2015-36, awarding the Packard Avenue Street Improvement Project to Hardrives, Inc. The mayor and clerk are hereby authorized and directed to enter into a contract with Hardrives, Inc. of Rogers, Minnesota in the name of the City of Otsego for the Packard Avenue Street Improvements (60th Street to 70th Street), according to the plans and specifications therefore approved by the city council and on file in the office of the City Clerk. 2. The City Clerk is hereby authorized and directed to return forthwith to all bidders the bid bond made with their bids, except that the bid bond of the successful bidder and the next lowest bidder shall be retained until a contract has been signed.
