BACKGROUND/JUSTIFICATION:
Elk River Municipal Utilities (ERMU) is continuing their electrical upgrades within Mississippi Shores.
They will be upgrading a certain stretches of overhead power to underground from CSAH 39 to the
County Park. An attached map shows the streets that will be receiving new underground power. While
they are completing this stretch, they will be updating existing High Pressure Sodium (HPS) lights to LED
lights. They will also be replacing any wood poles with fiberglass poles. There is no charge to the City
for this maintenance work.
The question ERMU has "Is there any new street lights to incorporate in the upgraded sections?" There
would be some cost savings of mobilization and give the City the ability to upgrade the area to meet the
City ordinance regarding street light placement or at least light unlit street intersections. The City of
Otsego's Ordinance on street lighting requires any new development to install one street light at every
intersection, at the end of cul-de-sacs, and mid -block if the spacing of intersections exceeds 900'. To
meet the ordinance, the area would require 7 additional street lights labeled C (Change from private to
City) or N (New) - (see attached Exhibit 2 for locations). The cost for the street lights would be $1500
each plus any applicable taxes. The cost per month charged for ongoing maintenance and electricity is
$9/fixture. There is no monthly cost difference between HPS and LED as the savings in electricity for the
LED fixture is used to offset the extra cost of the LED fixture itself.
Public Works recommendation was for installation of street lights is per the attached map Exhibit 1 to
light unlit street intersection but to forgo mid -block installations due to the large lot nature of the
neighborhood.
On June 22nd, the City Council approved the recommendation of the Public Works Subcommittee with a
request for a survey of the residents to determine if there was any desire for mid -block street lights and
if there was any willingness to pay all or a part of the installation of the street lights. Staff has compiled
the results in a map form for the City Council to review and take action as they deem fit.

Dear Mr. and Mrs. Wollin:
This office represents the City Engineer for the City of Otsego. The City Council has requested a survey
be sent out to residents of the area regarding the placement of additional street lights in your
neighborhood.
The City of Otsego requires utilities lines such as power from Elk River Municipal Utilities (ERMU) to
be place underground if new or being replaced. In your area, ERMU is upgrading and replacing their
older overhead lines with underground lines. With that upgrade, existing street lights are also being
upgrade at no cost to the City. The City has agreed to install new street lights at intersections that do not
have existing street lights as a matter of safety for the traveling public.
The question the City Council would like to determine from the neighborhood is in regard to what we call
mid -block or end of cul-de-sac street lights. In new developments, the ordinance calls for street lights
spacing not to exceed 900' and also be located at the end of all cul-de-sacs. The City Council would like
to know if older larger lot developments such as yours would like things to remain much as they are or
would they prefer street lighting to match the new development ordinance when upgrades in utilities
occur.
Attached is a map which shows the location of up to 4 additional street lights in your neighborhood that
would all be considered mid -block street lights. Two would be located along Park Avenue between 93rd
Street and W' Street. These would be near existing private lights. One would be located along 93rd St
between Park Ave and Page Ave. A fourth street light is being considered along 92nd Street between Park
Ave and Pave Ave.
ERMU is currently doing the upgrades in the area so City Council would like to act on the issue at their
next meeting July 13th. Therefore, we are requesting the return of the survey by July 6d'.
Your responses will be tabulated for consideration by the City Council at the July 13d` meeting.
