02-07-05 PCITEM 2.7 OTSEGO PLANNING COMMISSION MEETING FEBRUARY 7, 2005 7 P OTSEGO CITY HALL 1. Vice Chair Black will call the meeting to order. Vice Chair Black called the Planning Commission Meeting to order at 7 PM. Roll Call: Pam Black, Steve Schuck, David Thompson, Tammie Fallon, Doug Hackman, Jim Kolles and alternate Tom Darkenwald. Excused absence: Richard Nichols. Staff. Judy Hudson, City Clerk/Zoning Administrator and Dan Licht, City Planner. Council: Mayor Larry Fournier; Councilmembers: Vern Heidner and Mark Thorsted. 2. Consider the following minutes: 2.1. January 18, 2005 Planning Commission Meeting. Commissioner Hackman motioned to approve the minutes. Seconded by Commissioner Fallon. All in favor. Motion carried. 3. Planning Items: Public Hearings: 3.1. PUD Development Stage Plan and Final Plat for Kittredge Crossing 8`h Addition consisting of approximately 190,000 square feet of business/warehousing. Judy Hudson attested all proper noticing, posting and publishing was completed. Dan Licht presented the Planner's Report. Ben Schmidt, with Farr Development, stated he agreed with the conditions in the Planner's Report. Vice Chair Black opened the Public Hearing at 7:14 PM for public comment. Commissioner Schuck was concerned with the southwest corner of the site with the first entrance north of 70`h Street. His concern was with semi trucks making this tum. Commissioner Darkenwald agreed with the concern of semi trucks accessing the warehouses. Hearing no public comments Vice Chair Black closed the Public Hearing at 8:22 PM. The Planning Commission agreed that access and circulation for semi trucks in the southwest corner of plat needs to be addressed and included in the conditions. Commissioner Schuck motioned to recommend the PUD Development Stage Plan and Final Plat of Kittredge Crossings 8`h Addition subject to the eight conditions listed in the Planner's Report with the Bch Condition reading "access and circulation for semi-tractor/trailers in the area of Lots 1 and 2 shall be subject to the further review and approval by City Staff". Seconded by Commissioner Thompson. All in favor. Motion carried. 3.2. PUD Development Stage Plan and Final Plat for Kittredge Crossing 7"' Addition consisting of 108 townhouse dwelling units. Judy attested that all proper noticing, publishing and posting was completed. Dan Licht presented the Planner's Report. Lucinda Gardner, applicant, agreed with the conditions. Planning Commission Meeting of February 7, 2005. Page 2. Vice Chair Black opened the Public Hearing at 7:35 PM. Commissioner Thompson was concerned with the 10 unit buildings. He felt the site plan was too crowded and would prefer 8 unit buildings. Commissioner Schuck suggested taking two units from the 10 unit buildings from Lot 19 and add them to the building on Lot 20. Hearing no public comments Vice Chair Black closed the Public Hearing at 7:38 PM. Commissioner Schuck motioned to approve the PUD Development Stage plan and Final Plat of Kittredge Crossings 7 1 Addition, subject to the seven conditions listed in the Findings of Fact with Condition No. 7 reading "Building 19 shall be reduced to not more than eight dwelling units allowing two units to be made part of an adjacent building for up to eight total dwelling units. Seconded by Commissioner Darkenwald. All in favor. Voting For the Motion: Vice Chair Black; Commission Members: Schuck, Fallon, Kolles and Darkenwald. Voting Against the Motion: Commissioner Thompson. Motion carried five (5) to one (1). 4. Any other Planning Commission Business. A. Update on Council actions by CM Heidner. Councilmember Heidner updated the Commission Members on recent City Council actions. B. Update on future Planning Commission Agenda Items by Judy Hudson. Judy Hudson updated everyone on future Planning Commission Agenda Items. C. Election of 2005 Planning Commission Chair and Vice Chair. Commissioner Schuck motioned to table the election of officers to the February 22, 2005 Planning Commission Meeting. Seconded by Commissioner Darkenwald. All in favor. Motion carried. 5. Adjournment by 9 PM. Commissioner Schuck motioned to adjourn. Seconded by Commissioner Thompson. All in favor. Motion carried. Adjourned at 8:11 PM.
