04-04-05 PCITEM 2-1 OTSEGO PLANNING COMMISSION MEETING MONDAY, APRIL 4, 2005 7 P OTSEGO CITY HALL 1. Chair Nichols will call the meeting to order. Chair Nichols called the meeting to order at 7:00 PM. Roll Call: Chair Richard Nichols, Pam Black, Doug Hackman, David Thompson, Tammie Fallon, James Kolles and Tom Darkenwald. Alternates: Troy Watring and John Thelen. Staff. Judy Hudson, City Clerk/Zoning Administrator, Dan Licht, City Planner and Laurie Shives, Assistant City Planner. Council: Mayor Larry Fournier; Mark Thorsted and Vern Heidner. 2. Consider the following minutes: 2.1. March 21, 2005 Planning Commission Meeting_ Commissioner Black motioned to accept the minutes as written. Seconded by Commissioner Darkenwald. All in favor. Motion carried. 3. PlanningItems: ems: Public Hearing: 3.1. Kittredge Crossings I Q'h Addition A. Rezone from A-1 (Agriculture) to PUD District. B. Preliminary Plat consisting of 106 dwelling units. Dan Licht recommended to table this application to the April 18, 2005 Planning Commission Meeting to allow the applicant to address some issues raised in his report. Chair Nichols opened the Public Hearing at 7:03 PM. Judy attested that all the required noticing, posting and publishing was completed. Robin Faucald, Kadler Avenue, questioned the property lines. She would like to plant some trees and shrubs on south line of her property. Dan Licht recommended that she contact the developer's surveyor. Chair Nichols motioned to continue the Public Hearing to the April 18, 2005 Planning Commission Meeting. Seconded by Commissioner Thompson. All in favor. Motion carried. Public Hearing: 3.2. Brad Prau limit. A. Rezoning from A-2 District to I-2 (General Industrial District). B. Preliminary and Final Plat. Laurie Shives presented the Planner's Report. Judy Hudson attested that all proper noticing, posting and publishing was done. Chair Nichols opened the Public Hearing at 7:15 PM. Hearing no public comments, Chair Nichols closed the Public Hearing at 7:16 PM. Commissioner Darkenwald motioned to approve a Zoning Map amendment rezoning the subject site from A-1 District to I-2 District based on a finding that the request is consistent with the Comprehensive Plan. Seconded by Commissioner Planning Commission Meeting of April 4, 2005. Page 2. Hackman. All in favor. Motion carried. Commissioner Darkenwald motioned to approve the Preliminary Plat of Linco Addition, subject to the seven conditions listed in the Planner's Report. Seconded by Commissioner Black. Allin favor. Motion carried. Public Hearing: 3.3. Crimson Ponds West (continued from March 28, 2005) A. Rezoning from Agriculture to R-4 Residential Urban Single Family. B. Preliminary Dan Licht recommended to continue this Public Hearing to the April 18, 2005 Planning Commission Meeting as the developer is working on revised plans. Chair Nichols motioned to continue this Public Hearing to the April 18, 2005 Planning Commission Meeting. Seconded by Commissioner Black. All in favor. Motion carried. 3.4. Institutional Project Development Sims. Dan Licht presented his report. Commissioner Darkenwald asked if there would be a time limit. He also questioned the impact if one person owned several adjacent properties. Dan Licht said language could be put in that the permit needs to be renewed annually and could limit to one sign per use. The Planning Commission agreed to proceed with a Public Hearing. 4. Any other Planning Commission Business. A. Update on Council actions by CM Heidner. CM Heidner introduced the new second alternate Planning Commission Member, John Thelen. He also updated the Commission on recent Council action. B. Update on future Planniniz Commission Agenda Items by Judy Hudson. Judy Hudson updated the Commission on future Planning Commission Agenda Items. 5. Adjournment by 9 PM. Commissioner Black motioned to adjourn. Seconded by Commissioner Thompson. All in favor.
