1. Chair Nichols will call the meeting to order.
Chair Nichols called the meeting to order at 7:04 PM.
Roll Call: Chair Richard Nichols; Commission Members: Pam Black, Doug
Hackman, David Thompson, Tammie Fallon and alternates Troy Watring and John
Thelen.
Excused absence: Jim Kolles.
Absent: Tom Darkenwald.
Staff: Judy Hudson, City Clerk/Zoning Adm and Dan Licht, City Planner.
Council: Mayor Larry Fournier; Councilmembers: Vern Heidner and Mark Thorsted.
2. Consider the following minutes:
2.1. April 4, 2005 Planning Commission Meeting
Commissioner Black motioned to approve the minutes. Seconded by Commissioner
Thompson. All in favor. Motion carried.
3. Planning Items:
3.1. Public Hearing for Kittredge Crossings 100' Addition (cont'd from 4-4-05)
A. Rezone from A-1 (Agriculture) to PUD District
B. Preliminary Plat consisting of 106 dwelling units.
Commissioner Black motioned to continue this application to the May 2, 2005
Planning Commission Meeting. Seconded by Commissioner Fallon. All in favor.
Motion carried.
3.2. Public Hearing for Crimson Ponds West (cont'd from 04-04-05)
A. Rezoning from Agriculture to R-4 Residential Urban Single
Family.
B. Preliminary Plat.
Dan Licht presented the Planner's Report.
Dave Hagen, Louck's Associate and Jeff Shopek, stated they agree with the conditions in
the Planner's Report.
Chair Nichols reminded everyone in attendance that there was public comment taken at
the April 4, 2005 Public Hearing and Chair Nichols reopened the Public Hearing for
public comments at 7:10 PM.
Pat Meyer, 7764 Odell Avenue, asked after the cul-de-sac is removed how wide will the
street be. He was also concerned with safety and traffic. Dan Licht said the street should
be 24 feet wide and was always intended to be a through street.
Mr. Meyer requested for sewer and water lines to go down to his property and also curb
and gutter so he wouldn't be assessed in the future.
Russ Langer, 7830 Padgett Avenue, said there were six concerns brought up by citizens
but the same plan was submitted. He also said that the Planning Commission should not
be a rubber stamp for developers.

Ken Nordstrom, 7769 Odell Avenue, stated concern with the number of houses going in
and agreed with Pat Meyer's comments. He would like to see one acre lots.
Melanie Morrisette, 7460 Odean Avenue. The collector street is proposed to go on their
property and she would like to see it shifted up all on the developer's property as she
doesn't want to pay for this street. Dan Licht explained if the road is constructed as shown
the current property owner would be compensated for any land taken.
Beth Murphy, 7490 Odean Avenue, they live on the corner of Odean and the Collector
Street and asked how close the Collector Street would be to their house. Mr. Licht
explained the street will shift towards the north and would give them about 70 feet to the
edge of the right-of-way, giving them some buffer space. This Outlot would be conveyed
to them.
Jane LeVasseur, 7828 Ogren Avenue, asked if the developer is reducing the number of
homes along Hidden Valley Development. She lives on Lot 7 and would like to see
larger lot sizes along her development and she also asked about drainage.
Mr. Licht replied the Planning Commission will be discussing lot sizes and that the
drainage will be reviewed by the City Engineer but that the general flow should be away
from the existing residents.
Dan Oelke, 7330 Odean Avenue, would like to know exactly where 75th Street will be
placed and he's concerned that landowners affected were not made aware of this earlier.
Dan Licht said he fairly confident that the access to Odean will go as shown but the City
Engineer may want to move the street more to the north because of grading. Mr. Licht
also explained the notification process for applications.
Jed Field, 7860 Ogren Avenue, asked if there will be a connection to CSAH 37. He also
asked if there would be dewatering. Mr. Licht explained there may be a minor collector
street connecting to a future minor collector street which would go to CSAH 37. Jeff
Shopek explained there would be temporary dewatering for installation of sewer and
water lines.
Kim Bergman, 7981 Ogren Avenue, asked if there would be a road going through her
property to 78th Street. Mr. Licht replied there will not be a street going through her
property.
Melanie Morrisette asked about berming along the collector street. Mr. Licht said
berming would be required on the north side but not on the south side until developed.
Chair Nichols closed the Public Hearing at 7:40 PM.
Commissioner Hackman questioned why this plat came back to them with no changes.
Mr. Shopek explained that the collector road was left as is because they have 83% of the
ROW on the developer's property and are trying to avoid wetlands. They feel this is a fair
location. They feel they are following the Zoning Ordinance.
Commissioner Thelen asked if there have been any other developments abutting a large
lot development. Mr. Licht reviewed different developments.
Chair Nichols said that they had discussed 16,000 square foot lots at the last meeting and
asked the developer to come back with this revision. He asked Mr. Licht what the impact
to their development would be. Mr. Licht said they would lose one lot for every six
existing ones on the boundary of the plat.

Commissioner Thompson asked the size of Lot 4 in Deerfield Acres. Mr. Meyer replied
1.4 acres. Commissioner Watring asked how many property owners that are affected are
on the south side of the Collector Street. Mr. Licht replied one property - Morrisette.
It was the consensus of the Planning Commission that they were disappointed that the
developer didn't revise this plat addressing the concerns of the Planning Commission.
They would like to see bigger buffer lots.
Jeff Shopek said he understood their concerns but they are trying to be cost effective and
have decreased lots in other areas. He would like this forwarded to the City Council with
that recommendation.
Commissioner Black motioned to continue the Crimson Pond West Preliminary Plat
Application to the May 2, 2005 Planning Commission Meeting allowing the
developer to adjust the lot sizes. Seconded by Commissioner Hackman. All in
favor. Motion carried.
3.3. Public Hearing for Crimson Ponds North (cont'd from 03-21-05)
A. Concept Plan for Urban Single Family Development
Dan Licht presented the Planner's Report. David Hagen, Louck's Associates, stated he
agreed with the Staff Report and requested this be forwarded to the City Council.
Chair Nichols opened for public hearing comments.
Sue Kroll, 14814 78th Street, her property is on the curve of 78th Street and there is a lot
of traffic with lots of children in the area and with 93 new homes she is concerned with
the increase of traffic. She would like to see one acre lots with individual septic and
wells. She is also concerned with a sewer line going through her back yard.
Del Hinton, 8045 Ogren Avenue thought the plat was to be reduced by 25% and she
requested one acre lots.
Jane LeVassuer, 7860 Ogren Avenue, said there is an utility easement going through her
property that is a wetland and would it be impacted. She is also concerned with
dewatering. Requested one acre lots.
Shanna Kuehn, 7869 Ogren Avenue, concerned with sewer lines going through her
property, population density, traffic and would like one acre lots.
Kim Berman, 7981 Ogren Avenue, concerned with a road going through her property.
Mr. Licht said that the Concept Plan does not show a road going through her property.
Dan Peterson, Ogren Avenue, feels the bigger lots collect too much junk and there are
lots that should be condemned for their junk.
Jed Field, Ogren Avenue, said the proposed routes for sewer and water go through his
property. He requested one acre lots to be consistent with the surrounding area. He is
also concerned with dewatering and disturbing the wetlands.
Tyler Putman, 7904 Ogren Avenue, would like to see larger lot sizes and is concerned
with the dewatering.
Julie Moseng, 8013 Ogren Avenue, Lot 15, thought the road would not be put through.
and would like one acre lots. Mr. Licht explained that is an existing easement for
drainage and utilities.
Marlene Nielsen, 14599 83rd Street, said she would like to see the one acre lots.

Cindy Samuelson, 14699 83rd Street, was told their land drains through this development
and would they need to reroute. They would like to see one acre lots. Mr. Licht
explained the requirements of stormwater ponding and runoff.
Luke Resemius, 14702 78th Street, concerned with more traffic and doesn't see a
playground provided. He said small developments like this are cheaper and creates more
foreclosures, vandalism and drug houses.
Sue Kroll asked about park requirements. Dan Licht explained.
Rhonda Brandt, 14656 78th Street, asked why the lots were not deceased by 25%. She
would like to see one acre lots and higher end homes. Also there was no mention in the
minutes of the discussion of the pond along Odean Avenue. Mr. Licht again explained
the ponding and water runoff requirements.
Chair Nichols said the 25% reduction was stated as a direction and whatever plan is
submitted is always up to the developer and that's the reason the Public Hearing was
continued.
Hearing no more public comment, Chair Nichols closed the Public Hearing at 8:46 PM.
Commissioner Thelen said since this development is bordered by one acre lots he has
concerns and feels this is too dense. Commissioners Thompson, Fallon and Hackman
also agreed. Chair Nichols would like to see the plat revised with one acre lots.
Chair Nichols motioned to recommend that the concept plan is inconsistent with the
City's policies regarding development within the LRUSA. Seconded by
Commissioner Fallon. All in favor. Motion carried.
4. Any other Planning Commission Business.
A. Update on Council actions by CM Heidner.
Councilmember Heidner updated the Planning Commission on recent City Council
actions.
B. Update on future Planning Commission Agenda Items by Judy Hudson.
Judy Hudson updated the Planning Commission on future agenda items.
5. Adjournment by 9 PM.
Commissioner Black motioned to adjourn. Commissioner Thompson seconded. All
in favor. Motion carried.
