ITEM 3.5 Hiring of Utility OperatorOtkoo MINNESOTA V DEPARTMENT INFORMATION Request for City Council Action ORIGINATING DEPARTMENT: REQUESTOR: MEETING DATE: Administration Lori Johnson, City Administrator July 27„ 2015 PRESENTER(s): REVIEWED BY: ITEM #: Consent 3.5 Utility Operator Position AGENDA ITEM DETAILS RECOMMENDATION: Recommend authorizing one class B license Utility Operator position, amending the Utility Operator, B License, pay range, and hiring Chris Lisson to fill the Class B Utility Operator position. No No BACKGROUNDIJUSTIFICATION: On June 22, the Council authorized filling the Utility Operator vacancy, a position that is currently authorized at a maximum of a class C wastewater license. At that time, the Council further agreed to consider increasing the position to a class B wastewater license. The candidate selected to fill the current vacancy has a class A wastewater license. However, only one class A position is authorized and only one class A position is needed. Therefore, it is recommended that one current class C license position be increased to a class B license and the class B license pay grade be expanded from Pay Grade 9, Steps 6 to 9 to Pay Grade 9, Steps 4 to 9 to secure hiring the top candidate for this position. Councilmembers Heidner and Schroeder as representatives of the Public Works Subcommittee were involved with input and review of the initial department structure and pay of utility positions, thus this item was discussed with them following the Public Works Subcommittee meeting on Tuesday. They recommend the changes as noted above. Below is Utility Operations Manager Kurt Neidermeier's hiring recommendation for this position: Applications for the vacant utilities operator position were closed on July 7th; four candidates were interviewed. City Staff recommended in its search for the right candidate an operator with experience providing a high skill level of facility operations and maintenance. Chris Lisson was identified as the best candidate for the position as he maintains a class A wastewater license, class C water license and Type IV biosolids license with five years of experience in the Otsego Utility Systems.
