OTSEGO PLANNING COMMISSION MEETING
OTSEGO CITY HALL
DECEMBER 5, 2005
7 PM
1. Chair Nichols will call the meeting to order.
Chair Nichols called to order at 7:00 PM.
Roll Call: Chair Richard Nichols; Commission Members: Pam Black, Jim Kolles,
David Thompson, Tammie Fallon, Tom Darkenwald and alternates Troy Watring and
John Thelen.
Excused absence: Doug Hackman
Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator and Dan Licht, City Planner.
Council: Mayor Larry Fournier; Councilmembers: Vern Heidner, Jessica Stockamp and
Mark Thorsted.
2. Consider the following minutes.
2.1. November 7, 2005
Commissioner Black motioned to approve the minutes. Seconded by
Commissioner Darkenwald.
Voting For the Motion: Chair Nichols; Commissioners: Thompson, Kolles,
Black, Watring and Darkenwald.
Abstained: Commissioner Fallon as she was absent.
Motion carried.
3. Planning Items:
3.1. PUBLIC HEARING for applicant Chris Bulow, Bulow, Inc. to consider
the following application:
A. PUD Development Stage Plan for golf course clubhouse.
Dan Licht presented the Planner's Report.
Chair Nichols opened the Public Hearing at 7:06 PM.
Judy Hudson attested that all the proper noticing, posting and publishing was done.
Hearing no public comments Chair Nichols closed the Public Hearing at 7:07 PM.
Commissioner Thompson motioned to recommend approving a PUD
Development Stage Plan or the Riverwood National Clubhouse and related
maintenance building, subject to the eight conditions listed in the Planner's
Report. Seconded by Commissioner Black. All in favor. Motion carried.
3.2. PUBLIC HEARING for consideration of Amendment to the Zoning
Ordinance regarding keeping fowl.
Dan Licht presented the Planner's Report.
Chair Nichols opened the PH at 7:10 PM.
Judy Hudson attested that all the proper publishing and posting was done.
Tim Boyle, Needham Avenue, asked for a copy of the draft and Dan Licht explained the
only change was lowering the fee to $20. Mr. Boyle agreed with the proposed
ordinance.
Chris Bulow asked if this applies to areas zoned AG. Mr. Licht replied it doesn't.

Hearing no further public comments, Chair Nichols closed the Public Hearing at 7:15
PM.
Commissioner Black motioned to recommend approving the amendment to
the Ordinance which allows for the keeping of chickens, pheasants, doves,
pigeons and similar small fowl in residential districts. Seconded by
Commissioner Watring. All in favor. Motion carried.
3.3. PUBLIC HEARING for consideration of Amendment to the
Subdivision Ordinance Section 21-7-18 Park Land Dedication.
Dan Licht presented the Planner's Report.
Chair Nichols opened the Public Hearing at 7:22 PM.
Judy Hudson attested that all the proper publishing and posting was done.
Chris Bulow, Napier Avenue, agreed with the increase in Park and Trail Fees but asked
for these fees to be paid over a period of time.
Dan Licht explained that park plans are designed and built prior to homes being built so
it is ready for when residents move in and he feels it's appropriate to collect money up
front.
Commissioner Darkenwald asked how neighboring communities' fees are.
The Planning Commission discussed eliminating Park Fees for Commercial and Industrial
Development and the consensus was not to eliminate them.
Hearing no further public comment Chair Nichols closed the Public Hearing at 7:33 PM.
Chair Nichols motioned to recommend to approve the amendment to Section
21-7-18.I to provide for a change in Park Dedication Fees increasing
Residential Development to $3,054.00 per dwelling unit and to continue to
collect the same amounts for Commercial and Industrial Development Fees.
Seconded by Commissioner Black. All in favor. Motion carried.
3.4 PUBLIC HEARING for consideration of Amendment to the Zoning
Ordinance Section 37 regarding Signs.
Dan Licht presented the Planner's Report.
Judy Hudson attested that the proper posting and publishing was done. She also said
she received a call from Franklin Sign Company requesting the City allow billboards.
Chair Nichols opened the Public Hearing at 7:55 PM.
John Thelen, alternate commission member, asked for clarification for signage on
residential lots. Mr. Licht explained no off-site signage is allowed and all signage must
conform to the Zoning Ordinance.
Hearing no further public comment, Chair Nichols closed the Public Hearing at 8 PM.
Commissioner Thompson noted the following corrections:
Page 37.2. under 2. insert that after clutter
Page 37.3. General Provisions b, change to regulated rather than regulations
Page 37.4. under a. delete the word a after without.
Commissioner Black motioned to recommend to approve the propose Sign
Ordinance amendment with the above noted corrections. Seconded by
Commissioner Thompson. All in favor. Motion carried.

4 Any other Planning Commission Business.
4.1. Update on City Council actions by Councilmember Heidner.
Councilmember Heidner updated everyone on recent City Council actions.
4.2. Update on future Planning Commission Agenda Items by
Judy Hudson.
Judy reminded everyone that there will be no Planning Commission Meetings on
December 19, 2005 and January 2, 2006.
5. Adjournment by 9 PM.
Commissioner Black motioned to adjourn. Seconded by Commissioner
Darkenwald.
All in favor. Motion carried.
Meeting adjourned at 8:06 PM.
