RECOMMENDATION:
The Public Works Subcommittee and City staff recommends amendment of the City Code regulating
Discharge to the Public Sewer System making the Utilities Department responsible for routine
inspections and record monitoring of interceptors and separators.

On May 18, 2015, staff responded to a sanitary sewer back up located at Quaday Ave and 915t Street
requiring emergency maintenance response. The blockage included all services north and west of the
intersection, including locations east of Hwy 101 north of 101 Market. Staff removed the debris using
the Jet Vac prior to sewer intrusion of local businesses. The cause of the backup was identified as
grease.
Discharge of Fats, Oils and Grease (FOG) to the sanitary sewer is prohibited as the material solidifies in
the collection system reducing flow until a blockage or cleaning occurs. It also forms solids mats in the
lift stations impacting pump cycling and reliability. Uses that generate high amounts of fats, oils and
grease are required to install an interceptor and separator by Chapter 6, Section 3 of the City Code.
Chapter 6; Section 3 of City Code also identifies a minimum inspection frequency of two years and an
annual reporting requirement for locations maintaining an interceptor and separator
(Grease/Sand/Oil/Flammable Trap). Routine documentation including inspection and cleaning data are
to be provided by businesses to ensure interceptors and separators are being maintained.
The City Code currently identifies the Department of Building Safety as responsible for the FOG
inspection program. City staff recommends the Utilities Department become responsible for the two
year site inspection and maintains routine record documentation of cleaning and inspections at least
annually. Inspections, communication, documentation and record keeping are anticipated to require
two staffing hours per business per year. The Public Works Subcommittee reviewed the proposed City
Code changes at their meeting on July 21, 2015 and recommended approval.

CITY OF OTSEGO
COUNTY OF WRIGHT, MINNESOTA
AN ORDINANCE AMENDING THE CITY CODE OF THE CITY OF OTSEGO
REGARDING DISCHARGE TO THE PUBLIC SEWER SYSTEM.
THE CITY COUNCIL OF THE CITY OF OTSEGO DOES HEREBY ORDAIN:
Section 1. Section 6-3-11.13 of the City Code is hereby amended to read as
follows:
B. Interceptors and Separators Required:
1. Users with potential discharge of FOG and flammables shall install
interceptors and separators in accordance with Minnesota Plumbing Code
4715 subject to review and approval of the Building Official.
2. Any change of use within an existing building shall comply with the
provisions of this Section.
Section 2. Section 6-3-11.D.1 of the City Code is hereby amended to read as
follows:
1. Any user required to provide pretreatment for FOG and flammables shall
submit to the Utilities Department of Building Safety a report outlining
ongoing maintenance of the interceptor and separator system at least
annually but within thirty (30) days of any service.
Section 3. Section 6-3-11.E of the City Code is hereby amended to read as
follows:
E. Inspections:
1
1. The interceptor and separator systems for non -domestic users shall be
inspected by the Building OfficialUtilities Supervisor or their designee a
minimum of every two (2) years based on a schedule determined by the
Utilities Supervisor.
2. The Building Official, Utilities Supervisor or City Engineer or their designee
may enter upon private property at any time for the purpose of inspecting
interceptor and separator systems.
3 Inspections shall be scheduled by the Department of Building cafe+„
Utilities Department and shall require payment of any fee established in
Section 2-4-2 of the City Code.
Section 4. This Ordinance shall become effective immediately upon its passage
and publication.
