ITEM 3.3A Parks 6.16.2015ITEM 3.3A OTSEGO PARKS AND RECREATION OTSEGO PRAIRIE CENTER June 16, 2015 7:00 PM Call to Order. Chair Angie Dehn called the meeting to order at 7:00 PM. Roll Call: Chair Angie Dehn; Commissioners: Jim Breitbach, Doug Cassady, Derrick Stark, Cara Husak, Corey Tanner, and Susan Krekelberg. Absent: Commissioners Peter Torresani and Michael Stanga. City Council: Mayor Jessica Stockamp, Council Member Vern Heidner and City Planner Dan Licht. Absent: Council Member Doug Schroeder Staff: Ross Demant, Parks and Recreation Director, Amy Stemler, Recreation Program Staff, and Connie Schwecke, Recreation Administrative Assistant. 1. Open Forum. 2. Consider agenda approval. Commissioner Cassady motioned to approve the agenda. Seconded by Commissioner Stark. All in favor. Motion carried. 3.1 May 19, 2015 Regular Meeting Minutes. Commissioner Breitbach motioned to approve as written. Seconded by Commissioner Tanner. All in favor. Motion carried. 4. Unfinished Business. 5. New Business. 5.1 Ava Inspired 5K. Parks and Recreation Director Demant presented. He introduced Ava Huggins and her mother and father Megan and Blair Huggins. Blair Huggins spoke explaining the history of their fundraising event. He stated that since 2010 Ava's family has held a 5K run/walk with the proceeds going to the Foundation for Retinal Research and that in the past the rental fees of the Prairie Shelter have been waived. He also stated that the City has been a great organization to work with. Mr. Huggins explained that since their event has grown to over 350 participants and with the shelter not being available, he asked the Commissioners to consider waiving the rental fees for the Prairie Center on August 8t", 2015. The Commissioners thanked the family for coming and organizing such a wonderful fundraising event. Commissioner Cassady motioned to waive the Prairie Center rental fees for the Ava Inspired 5K event on August 8. Seconded by Commissioner Stark. All in favor. Motion carried. 5.2 Conceptual Plans for Wildflower Meadows Park. Parks and Recreation Director Demant presented. He introduced SRF Consultant Tim Wold and stated that Mr. Wold will be presenting two concept park plans. Demant asked the commissioners to select a plan and that the concept plan selected would be presented at the public meeting scheduled for next month. Demant discussed the timeline for this project and he informed the Commissioners that the Heritage Preservation Commission will be naming the park with a historic reference. Mr. Wold presented the Wildflower Meadows Concept Park Plan A and B. He also discussed various elements such as fencing, community garden plots, water and climbing features. After SRF Consultant Wold presented the plans, the Commissioners discussed each concept plan and after some acceptable changes that Mr. Wold noted, a decision was agreed upon. Commissioner Breitbach motioned to recommend Concept B with the changes noted. Seconded by Commissioner Stark. All in favor. Motion carried. 6. Parks and Recreation Manager Update. Parks and Recreation Director Demant presented. He stated that the T-ball program has over 150 participants and there is a concession stand at the ball fields. Demant also discussed the upcoming Safety Camp program and the department was excited to have the North Memorial helicopter, Elk River Utilities, Connexus, Dojo Karate, Wright County Sheriff, Elk River Fire Department and Ambulance and other safety personal come and present that day. He said that the cross walks on 90th Street will be installed Wednesday June 17th and the archery range which would be located west of the ball fields should be open July. 7. City Council Reports. Mayor Stockamp presented. She stated the application for Qwik Trip was approved. She also stated that there were some issues with the City's sewage plants and that the east and west sewage plants would be emptied at each site and the City would be taking measures so the issues would be resolved. 8.
