06-04-07 PCITEM 2_1 OTSEGO PLANNING COMMISSION MEETING OTSEGO CITY HALL ]UNE 4, 2007 7:00 PM 1. Chair Nichols will call the meeting to order. Chair Nichols called the meeting to order at 7:01 pm. Roll Call: Chair Richard Nichols, Planning Commission Members: Pam Black, Tammie Fallon, Doug Hackman, Troy Watring and Alternates Brian Gerten and John Thelen. Excused Absence: Dave Thompson and Jim Kolles. City Staff: Judy Hudson, City Clerk/Zoning Administrator; Karee Rowell, Deputy Clerk; Daniel Licht, City Planner. City Council: Council Member Vern Heidner (Liaison), Mayor Larry Fournier and Council Member Mark Thorsted. 2. Consider the following minutes. 2.1. May 21, 2007 Planning Commission Meeting. Commissioner Black motioned to approve the minutes. Seconded by Commissioner Thelen. All in favor. Motion carried. 3. Planning Items: PUBLIC HEARINGS: 3.1. Elk River Area Schools -ISD 728: A. Sketch plan review for a potential future elementary and middle school and related facilities including outdoor la fields. City Planner Daniel Licht presented the Planner's Report. Jay Pomperoy, Anderson -Johnson Associates, Inc. states that he has nothing to add on behalf of the School District. Dr. Ron Bratlie, Elk River Schools IDS 728 also had no response. Chair Nichols opened the Public Hearings at 7:12 pm. Beatrice Bastyr, 12153 87t' Street NE, stated she is in favor for the school. Mrs. Bastyr asked about the notification of the public hearing. Mr. Licht explained notice is placed in the Elk River Star News at least 10 days before the hearing and for projects in rural areas, notice is mailed directly to property owners within 500 ft. Mr. Licht said he believes that Bastyr's property is 660 feet from the subject site but will confirm the distance and respond to Mrs. Bastyr's concern. Commissioner Hackman asked about the staging plan for the sewer and if the City will have to change it after the school is built. Mr. Licht said that the school Planning Commission Meeting June 4, 2007, Page 2 will be served by a forcemain for service only to that property and that the staging plan will not change. Commissioner Gerten asked about development of winter outdoor recreation facilities. Mr. Licht said that could be something the Park and Recreation Commission could work with the School District on. Commissioner Black asked the applicant about the capacity of the school. Dr. Bratlie stated there would be an area on the site and the building to add on to. Commissioner Black asked is this a 1000 student or if this is 750 student school. Dr. Bratlie said the plan is the same as Twin Lakes Elementary School in Elk River which will have 1,000 students and the middle school would have approximately 1,500 students. Commissioner Thelen asked about the timing of a construction if the referendum is approved this fall. Dr. Bratlie said construction would take 14 to 16 months and making it possible to be open for the 2009-2010 school year. Commissioner Gerten asked is there future plans for an Otsego high school on the site. Dr. Bratlie said a high school would not fit on the site. Mr. Licht said City staff has provided the school district a map of potential high school sites based on access needs and land use compatibility. After no other comments Chair Nichols closed the Public Hearing at 7:30 pm. Chair Nichols asked for Mr. Licht to review the future applications required to develop the site. Mr. Licht stated that the sketch plan requires a Comprehensive Plan amendment, Zoning Map Amendment, Site and Building Plan review, preliminary/final plat and EAW all of which may be processed concurrently. Dr. Bratlie said the School District is working with the City to develop the elementary school play equipment and fields for joint use. Councilmember Heidner asked about the ball fields and soccer fields. Mr. Pomeroy said they can be placed north and south is open and any number can go in there. Commissioner Watring asked about the safety of the stormwater drainage ponds with children. Dan Licht explained the type of pond and the grass that will be put around the pond which discourages people to go to the pond. Mr. Pomeroy said the type of ponds will hold the rain and will not be deep. Commissioner Thelen motioned to approve a sketch plan for an elementary school/middle school campus subject to the fifteen conditions. Seconded by Commissioner Hackman. All in favor. Motion carried. Councilmember Heidner updated the Commission on recent Council actions. 4.2. Update on future Planning Commission Agenda Items by Judy Hudson. Mrs. Hudson took a poll regarding who will at the 2 d of July meeting and only two will not be able to make it, so if there is agenda items there will be a meeting. 5. Adjournment by 10 PM.
