OTSEGO PLANNING COMMISSION MEETING

1. Chair Nichols will call the meeting to order.

Roll Call: Chair Richard Nichols, Planning Commission Members: Doug
Hackman, Tammie Fallon, Troy Watring, Dave Thompson.
Excused Absence: Pam Black, Alternates Brian Gerten and John Thelen.
Unexcused Absence: Jim Kolles
City Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator; Karee Rowell, Deputy Clerk; Dan Licht, City Planner.
City Council: Council Member Vern Heidner (Liaison), Mayor Larry Fournier and Council
Member Mark Thorsted.
2. Consider the following minutes.
2.1. June 4, 2007 Planning Commission Meeting.
Commissioner Watring motioned to approve the minutes. Seconded by
Commissioner Hackman. All in favor. Motion carried.
3. Planning Items:
PUBLIC HEARINGS: 3.1.
Timothy & Wendy Lorbiecke:
A. Variance from Section 21-7-7 of the Subdivision Ordinance
to allow construction of a single family dwelling replacing
previously existing manufactured home on lot accessed by a
half street.
Dan Licht presented the Planner's Report.
Applicant Timothy Lorbiecke stated he has no comment.
Chair Nichols opened the Public Hearing at 7:08 pm.
Commissioner Hackman asked about the existing house and garage set backs. Dan
Licht said it meet the set back requirments. Chair Nichols asked about sewer system
and Dan Licht stated that was a building issue.
Matt Thell, 14186 62nd Street NE, asked if the property taxes will go up because of a
new house next door. Dan Licht stated 'ono."
After hearing no more comments, Chair Nichols closed the Public Hearing at 7:10 pm.
Commissioner Thompson motioned to approve a variance from Section 21-7-
7.3 of the Subdivision Ordinance for 14166 62nd Street NE allowing
construction of a single family home, subject to the two conditions.
Seconded by Commissioner Hackman. All in favor. Motion carried.
3.2. American Tower:
A. Conditional Use Permit for approval to add three antennas to
Existing tower structure.

Dan Licht presented the Planner's report.
Applicant was not present.
Chair Nichols opened the Public Hearing at 7:12 pm.
Chair Nichols asked what the antennas are for. Dan Licht stated for radio.
After no more comments, Chair Nichols closed the Public Hearing at 7:15 pm.
Commissioner Fallon asked about the weight of the antennas and that they
are on the same side. Dan Licht said they will have to meet building code.
Commissioner Hackman motioned to approve a CUP allowing three new
antenna at 6155 Kadler Ave NE. Seconded by Commissioner Watring. All in
favor. Motion carried.
3.3. Amendments to Section 31 of the Zoning Ordinance regulating
adult uses.
Dan Licht presented the Planner's report.
Chair Nichols opened the Public Hearing at 7:23 pm.
Chair Nichols asked about increasing the distance where they lose one site.
After no more comments, Chair Nichols closed the Public Hearing at 7:25 pm.
Commissioner Fallon motioned to adopt Resolution establishing findings of
fact that zoning and licensing regulations of sexually oriented businesses are
necessary to minimize the potential secondary adverse effects of such
businesses on the City of Otsego. Seconded by Commissioner Thompson. All
in favor. Motion carried.
4. Any other Planning Commission Business.
4.1. Update on City Council actions by Councilmember Heidner.
Councilmember Vern Heidner gave his update on the happenings at the council
meetings.
4.2. Update on future Planning Commission Agenda Items by Judy Hudson.
There will be no meeting on July 2, 2007 due to no agenda items.
5. Adjournment by 10:00 PM.
Commissioner Fallon motioned to adjourn. Seconded by Commissioner
Thompson. All in favor. Motion carried.
