CITY OF OTSEGO
COUNTY OF WRIGHT, MINNESOTA
A RESOLUTION AMENDING THE COMPREHENSIVE PLAN TO INCLUDE THE ENTIRE
PARCEL DESCRIBED BY ATTACHED EXHIBIT A WITHIN THE LONG RANGE URBAN
SERVICE AREA AND DESIGNATE IT FOR FUTURE LOW DENSITY RESIDENTIAL
USE.
WHEREAS, the parcel legally describe by attached Exhibit A is within the Urban
Service Area Reserve established by the 1998 Comprehensive Plan Update; and,
WHEREAS, the City has received a request from S&Z Investments and Bulow
Incorporate for approval of a PUD -CUP and preliminary plat for development property with
43 single family residential uses; and
WHEREAS, the developer has requested a Comprehensive Plan amendment to
expand the Long Range Urban Service Area to include the entire parcel described by
Exhibit A; and,
WHEREAS, the 1998 Comprehensive Plan Update outlines polices for further
development that must be satisfied for the Planning Commission and City Council to allow
for additional development within the Long Range Urban Service Area, which may also be
applicable in evaluating the present request:
Unsewered residential development within the long range urban service area shall
be allowed when the City determines that such development will result in at least
one of the following:
a. Completion of an unfinished street network.
Finding: The project as presented does not provide for extension of any
local street network, although a future connection to 87' Street may be
possible.
b. Such development shall have the result of the correction or improvement of
a demonstrated area drainage problem.
Finding: A drainage problem exists during high rainfall seasons where the
lake on the subject property overflows and floods existing residential areas
to the east. As part of this project, the applicant is proposing to correct this
issue by paying for and installing storm water drainage facilities on the
subject property and Nashua Avenue.
C. The dedication of lands to a legitimate public purpose (i.e., desired parks,
public facility structures, right-of-way dedication, etc.).
The project provides for the dedication of necessary storm water drainage
facilities.
WHEREAS, the Otsego Planning Commission conducted a public hearing, at their
regular meeting on 7 May 2001, to consider the request, preceded by published notice
and, upon review of the application and evidence received closed the public hearing and
recommended by a 6-0 vote that the City Council approve the amendment of the 1998
Comprehensive Plan Update to include the entire parcel described by Exhibit A within the
Long Range Urban Service Area and guide it for future low density residential use, based
upon a finding that the amendment is consistent criteria established by the Comprehensive
Plan.
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
OTSEGO THAT; the request to amend the 1998 Comprehensive Plan Update to include
the entire parcel described by Exhibit A within the Long Range Urban Service Area and
guide it for future low density residential use is hereby APPROVED.
