OTSEGO PLANNING COMMISSION MEETING
OTSEGO CITY HALL
DECEMBER 3, 2007
7 PM
1. Chair Nichols will call the meeting to order.
Chair Nichols called the meeting to order at 7:00 PM.
Roll Call: Chair Richard Nichols; Planning Commission Members: Pam Black,
Tammie Fallon, David Thompson, Doug Hackman, Jim Kolles and alternates John
Thelen and Brian Gerten. Excused absence: Troy Watring
Staff: Mike Robertson, City Administrator; Judy Hudson, City Clerk/Zoning
Administrator and Dan Licht, City Planner.
City Council: Vern Heidner, Mark Thorsted and Jessica Stockamp.
2. Consider the following minutes.
2.1. November 19, 2007 Planning Commission Meeting.
Commissioner Black motioned to accept the minutes as written. Seconded by
Commissioner Hackman. Motion carried. All in favor.
3. Planning Items:
PUBLIC HEARINGS:
3.1. John Ibeling:
A. Conditional Use Permit (CUP) for a second driveway to a
single family lot within an R-3 District.
Dan Licht presented the Planner's Report.
The applicant, John Ibeling agreed with the Planner's Report.
Chair Nichols opened the Public Hearing at 7:06 PM.
There were no public comments.
Commissioner Thompson asked about the abandoned drainfield and when was the new
one installed. Mr. Ibeling said it was replaced in December 2003. Dan Licht said they
sail have room on the northern end of the lot for a third one if needed.
Hearing no public comments, Chair Nichols closed the Public Hearing at 7:08 PM.
Commissioner Black motioned to recommend approving a CUP allowing
construction of a second driveway, subject to the three conditions listed the
Planner's Report. Seconded by Commissioner Thompson. All in favor.
Motion carried.
Judy Hudson noted the City Council canceled the 12-10-07 meeting and it will be held
12-17-07.
4. Any other Planning Commission Business.
4.1. Update on City Council actions by Councilmember Heidner.
CM Heidner updated the Commission on recent Council actions.
4.2. Update on future Planning Commission Agenda Items by
Judy Hudson.
Judy said the 12-17-07 Planning Commission meeting has been cancelled since the City
Council will be meeting that date.

Mike Robertson gave an updated on the progress of Highway 101, Target and
Kaleidoscope School.
5. Adjournment by 10 PM.
Commissioner Thompson motioned to adjourn at 7:35 PM. Seconded by
Commissioner Hackman. All in favor. Motion carried.
