1. Chair Black will call the meeting to order.
Chair Black called the meeting to order at 7 PM.
Roll Call: Chair Pam Black; Commissioners: David Thompson, Aaron Stritesky,
Richard Nichols, and Jim Kolles.
City Council: CM Vern Heidner. Staff: Mike Robertson, City Administrator, Tami
Loff, City Clerk and Daniel Licht, City Planner.
2. Consider the following minutes.
2.1. March 1, 2010 Planning Commission Meeting.
Commissioner Nichols motioned to approve as written. Seconded by
Commissioner Stritesky. All in favor. Motion carried.
3. Planning Items:
PUBLIC HEARING:
3.1. Brumm:
A. Interim Use Permit (IUP) to allow outdoor storage and a
special purpose fence within an I-1 District.
City Planner Licht presented the Planner's report. This application is only for the
outdoor storage at this time.
A Conditional Use Permit for outdoor storage was previously on the property but
because it was not fully implemented and the business vacated for more than a
year the CUP is void. Mr. Brumm is requesting approval of an IUP to allow
outdoor storage within the existing fenced area. City Planner Licht said that Mr.
Brumm has done some improvement to the fence as requested. The two banner
signs have to be removed and there are some other signs that just need permits.
Applicant Tony Brumm said one of the signs has been removed already and he
will get permit for the other sign. He said that this is a towing on contract
service. He will not be bringing cars to this location. The hours of operation
should not be an issue at this time but he does hope to increase business to 24
hours a day in the future.
City Clerk Tami Loff attested that proper noticing, posting and publishing was
completed.
Chair Black opened the Public Hearing at 7:05 PM.
Jason Warehime, Metro Appliance Recycling, 16403 60th St, has concerns with
the fence, when they put up a extension to the fence it blocked the thru area
they had for trailers to be stored and the city does not allow them to be parked
in the front of the building. He said he has no objections to the IUP just for the
fencing.

City Planner Licht said the fence meets all the requirements of the Zoning
Ordinance. The trucks and trailers just need to be on hard surface. City Planner
Licht said it is more a property owner/tenant issue other than a city issue.
Sue Brown, 16651 59th St, said she is confused on where they want to extend
the fence. City Planner Licht said they want to use the storage area that is
already on the site. Ms. Brown said she has issues in the winter with the
lighting, her house is in a spot light and she is also concerned with the level of
traffic and noise at night mainly from the building south of this one.
Commissioner Thompson had question for Mr. Warehime about the blocked a
road way? Mr. Warehime said it is a road way that goes in between the two
properties and they were using that area to park semi -trailers because they do
not have room on their lot to park the trailers. Mr. Warehime is concerned there
will not be parking for employees or customers.
Chair Black asked if the small fence area was part of the original Conditional Use
Permit. City Planner Licht said no.
Sue Brown asked about the 24 hour being possible in the future. City Planner
Licht said it is not the issue at this time. Ms. Brown asked can the trucks be
requested to use Cty Rd 37 instead of Cty Rd 36. City Planner Licht no they are
public streets and Queens is designated as a high use street. Ms. Brown asked if
can request the building to use yellow lights. City Planner Licht said that the
Planning Commission can look at that.
CM Heidner said asked Ms. Brown to show which house is hers. Her house is
located on the south side corner of 59th and Queens.
Chair Black closed the Public Hearing at 7:20 PM.
Commissioner Thompson question about routing the trucks to Cty Rd 37, he
thought Rogers did a similar thing with the truck stop. City Planner Licht said he
would discuss this with the City Engineer.
Commissioner Stritesky motioned to approve an Interim Use Permit to
allow storage subject to the six conditions listed in the Planner's
report. Seconded by Commissioner Thompson. All in favor. Motion
carried.
4. Any other Planning Commission Business.
4.1. Update on City Council actions by Councilmember Heidner.
CM Heidner updated the Commission.
4.2. Update on future Planning Commission Agenda Items by
Tami Loff.

City Clerk Loff stated there are no future Planning items at this time.
5. Adjournment by 10 PM.
Commissioner Thompson motioned to adjourn. Seconded by
Commissioner Stritesky. All in favor. Motion carried. Adjourned at 7:34
PM.
