11-15-10 PCITEM 2.1 OTSEGO PLANNING COMMISSION MEETING OTSEGO CITY HALL NOVEMBER 15, 2010 7 PM 1. Chair Black will call the meeting to order. Chair Black called the meeting to order at 7:00 PM. Roll Call: Chair Pam Black; Commissioners: David Thompson, Aaron Stritesky and Tammie Fallon. Absent: Richard Nichols, Jim Kolles, John Thelen and Brian Gerten. City Council: Vern Heidner. Staff: Daniel Licht, City Planner and Tami Loff, City Clerk. 2. Consider the following minutes. 2.1. October 18, 2010 Planning Commission Meeting. CommissionerThompson motioned to approve as written. Seconded by Commissioner Stritesky. All in favor. Motion carried. 3. Planning Item: tem: PUBLIC HEARING: 3.1. Source Construction Capital: City Planner Licht presented the Planners report. The applicant is requesting an amendment to the PUD -CUP approved for Martin Farms allowing modifications of the setbacks. The Applicant was not present. City Clerk Loff attested that proper noticing, posting and publishing was completed. Chair Black opened the Public Hearing at 7:04 PM. Commissioner Thompson asked about the locating air conditioners on the side of the house. City Planner Licht said that 7 feet allows some area for an air conditioner between house and drainage and utility easement overlying the side lot line. If the air conditioner can't be located without encroachment into the drainage and utility easement, then it must be moved to the rear yard. This is checked with the building permit. Commissioner Fallon asked why we tried hard to get 10 feet previously and now we are ok with going with 7 feet. City Planner Licht said this is just for corner lots platted before the City increased the minimum lot width; there is no effect on interior lots they are still subject to the 10 feet. Hearing no public comment Chair Black closed the Public Hearing at 7:07 PM. A. Zoning Ordinance amendment re: setbacks within the R-5 and R-6 Districts. Commissioner Stritesky motioned to approve a Zoning Ordinance amendment modifying the setback requirements of the R-4 and R-6 Districts to include the language as presented in Exhibit B. Seconded by Commissioner Thompson. All in favor. Motion carried. Planning Commission Meeting November 15, 2010. Page 2. B. PUD -CUP to allow a reduction in side yard setback requirements. City Planner Licht said no action is required. 4. Any other Planning Commission Business. 4.1. Update on City Council actions by Councilmember Heidner. CM Heidner updated the Commission. 4.2. Update on future Planning Commission Agenda Items by Tami Loff. City Clerk Loff said there are no applications in at this time and will update the commission of any changes. 5. Adjournment by 10 PM.
