OTSEGO PLANNING COMMISSION MEETING
OTSEGO CITY HALL

1. Chair Black will call the meeting to order.
Chair Black called the meeting to order at 7:00 PM.
Roll Call: Chair Pam Black; Commissioners: David Thompson, Aaron Stritesky and
Richard Nichols. Commissioner Jim Kolles arrived at 7:02 PM. Absent: Tammie
Fallon and Brian Gerten.
City Council: Vern Heidner. Staff: Mike Robertson, City Administrator; Daniel
Licht, City Planner and Tami Loff, City Clerk.
2. Consider the following minutes.
2.1. November 15, 2010 Planning Commission Meeting.
Commissioner Thompson motioned to approve. Seconded by
Commissioner Stritesky. All in favor. Motion carried.
3. Planning Items:
PUBLIC HEARING:
3.1. Amendment of Section 21-7-18 of the Subdivision Ordinance
regarding park and trail dedication requirements.
City Planner Licht presented the planners report. The City Engineer said there is
a 4% increase in the construction costs based on the construction cost index.
Because of this, Staff is recommending a $70 increase. City Clerk Loff attested
that proper noticing, posting and publishing was completed.
Chair Black opened the Public Hearing at 7:03 PM.
CM Heidner said the City Council is not sure about the 4% increase.
Commissioner Nichols asked where the $32,000 per acre for land value comes
from. City Planner Licht said it is established from the Wright County Assessor.
CM Heidner said this is for the parks in sewer area.
Chair Black asked do other communities continue to raise the fees? City Planner
Licht said last year we lowered but it is looked at annually. Commissioner Nichols
Richard said $32,000 seems high.
Chair Black closed the Public Hearing at 7:09 PM.
Commissioner Thompson motioned to recommend Park and Trail
dedication fees in lieu of land for 2011 as follows: Residential
$3,150/du, Commercial $7,000/ac and Industrial $3,500/ac. Seconded
by Commissioner Nichols. All in favor. Motion carried.
4. Any other Planning Commission Business.
4.1. Update on City Council actions by Councilmember Heidner.
CM Heidner updated the Commission.
4.2. Update on future Planning Commission Agenda Items by
Tami Loff.
The next meeting will be February 7t", 2011.
5. Adjournment by 10 PM.
Commissioner Stritesky motioned to adjourn. Seconded by
Commissioner Thompson. All in favor. Motion carried. Adjourned at
7:14 PM.
