ITEM 3.2D SCC 8.24.2015 MinutesITEM 3_21--> SPECIAL CITY COUNCIL MEETING PRAIRIE CENTER AUGUST 24, 2015 *7:00 PM Call to Order. Mayor Jessica Stockamp called the meeting to order at 8:30 PM. Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner, Doug Schroeder and Jason Warehime and Tom Darkenwald. Staff: Lori Johnson, City Administrator; Adam Flaherty, Finance Director; and Tami Loff, City Clerk. Also present: Albertville Fire Chief Eric Bullen and Wright County Sheriff Joe Hagerty. 1. 2016 Budget. Police Service; Sheriff Hagerty reviewed the Law Enforcement cost per capita for 2015. He said the current 40 hour per day coverage is adequate. He also gave an update on activity within the City. The City Council concurred with this budget item and agreed to place the 2016 Sheriff Contract on the September 14 Consent Agenda. Mayor Stockamp said she has seen that Anoka County has a "safe spot" drop off/ exchange site. She questioned if Wright County has that. Sheriff Hagerty said they haven't publicized anything but that the Buffalo facility is used for those kinds of things. Public Safety Commission; The City Council concurred to add $1500 for Education/Training. Fire Protection; City Administrator Johnson said there are three contracts with a total of $47,772 increase. Albertville Fire Chief Bullen said the Albertville increase is due to capital change and its replacement cost for vehicles and air packs. City Administrator Johnson presented information previously requested by the Council on costs associated with changing fire district boundary lines. City Administrator Johnson stated she arbitrarily selected two small areas to provide cost estimates. She stated each contract is billed differently; thus, the impact depends upon the density of the area and the type of property. She further stated the cost is secondary to response time and availability of firefighters to respond. The City Council agreed to keep all districts the same for the 2016 contract and look at boundary adjustments once there is a joint powers agreement and once the 70th Street/CSAH 37 Project is complete. They recommended having all the three fire departments present. Albertville Fire Chief Bullen gave an update on the Riverwood Conference Center fire inspection; the establishment was inspected and found to have life safety issues. City Administrator Johnson stated the State Fire Marshal's office was contacted and is now advising staff on how to proceed. Emergency Management; A table top exercise next spring was discussed. The City Council concurred with budget as presented. Animal Control; The City Council concurred as presented. Other; The City Administrator informed the Council of a recent staffing matter of which she was informed today. As a result, she is recommending approval to hire the part time20 hour per week Building Department Clerical position proposed for 2016 as soon as possible due to staff shortage in the building department and the high level of building activity. The City Council directed City staff to bring back a job description for review at the August 31 Special meeting. 2. Adjourn. CM Warehime motioned to adjourn. Seconded by CM Darkenwald. All in favor.
