OTSEGO PLANNING COMMISSION MEETING
OTSEGO PRAIRIE CENTER
SEPTEMEBER 8, 2015
7:00 PM
Call to Order.
Vice -Chair Thompson called the meeting to order at 7:00 PM.
Roll Call: Vice -Chair David Thompson; Commissioners: Aaron Stritesky, Steve Schuck
and Richard Nichols. Absent: Chair Pam Black and Commissioner Roger Mord.
Commissioner Jim Kolles arrived at 7:03 PM.
City Council: Vern Heidner. Staff: Daniel Licht, City Planner and Tami Loff, City Clerk.
1. Consider the following minutes:
1.1 July 20, 2015 Planning Commission Meeting,
Commissioner Schuck motioned to approve as written. Seconded by
Commissioner Stritesky. All in favor. Motion carried.
2. Public Hearing items:
2.1 PCR Queens LLC/Jump City:
A. Interim Use Permit to allow indoor physical recreation facilities involving
Inflatables.
City Planner Licht presented the Planning Report noting the report should be dated
September 1. Applicant, Shawn Thompson, was present and agreed with the Planning
Report.
City Clerk Loff attested that all the proper noticing, posting and publishing has been
completed.
Vice -Chair Thompson opened the Public Hearing at 7:05 PM.
Commissioner Schuck asked the applicant if this is all in house or will you be leasing the
inflatable jumpies. Mr. Thompson said they will be set up inside of the building for use
and then also they will be leasing out the jumpies for home use.
Hearing no public comments Vice -Chair Thompson closed the Public Hearing at 7:07
PM.
Commissioner Nichols motioned to approve an interim use permit allowing physical
recreation use subject to the six conditions listed in the Planning Report. Seconded
by Commissioner Stritesky. All in favor. Motion carried.
2.2 Otsego E-8 School: (Tabled until September 21, 2015)
A. Comprehensive Plan amendment to include the subiect site within the West
Sewer District and guide the subject site from A-1 District to INS District.
B. Zoning Map amendment rezoning the site from A-1 District to INS District.
C. PUD -CUP for development of an E-8 school facility.
D. Preliminary/Final Plat.
Vice -Chair Thompson opened the Public Hearing at 7:09 PM.
Commissioner Stritesky motioned to table until September 21, 2015.
Seconded by Commissioner Schuck. All in favor. Motion carried.
2.3 Otsego City Campus 2nd Addn.:
A Zoning Map amendment rezoning a portion of the site from A-1 District to
INS District.
B Preliminarv/Final Plat amending the boundaries between two existing lots.
City Planner Licht presented the Planning Report.
City Clerk Loff attested that all the proper noticing, posting and publishing has been
completed.
Vice -Chair Thompson opened the Public Hearing at 7:12 PM.
Commissioner Nichols asked if on the third colored map of the report it should read
Napier Avenue instead of Nashua Avenue. City Planner Licht said yes should be Napier.
Commissioner Nichols asked if the City will keep the rest of the extension. City Planner
Licht said yes for an access to Napier and the storage area and there is existing power
lines. Commissioner Nichols further asked if that portion would be long enough for a
driveway. City Planner Licht said yes and that there is an existing driveway there now.
Hearing no public comments Vice- Chair Thompson closed the Public Hearing at 7:14
PM.
Commissioner Nichols motioned to approval of a Zoning Map amendment
zoning Lot 1, Block 1 Otsego City Campus 2nd Addition INS District and
zoning Lot 2, Block 1 Otsego City Campus 2nd Addition A-1 District as
consistent with the Comprehensive Plan. Seconded by Commissioner
Stritesky. All in favor. Motion carried.
Commissioner Nichols motioned to recommend approval of the preliminary/
final plat of the Otsego City Campus 2nd Addition. Seconded by Commissioner
Stritesky. All in favor. Motion carried.
3. Update on City Council actions.
CM Heidner updated the Commissioners on City Council actions.
4 Update on future Planning Commission Agenda items.
Next meeting September 21, 2015 at 7:00 PM.
5. Adjourn.
Commissioner Stritesky motioned to adjourn. Seconded by Commissioner
Nichols. All in favor. Motion carried. Adjourned at 7:33 PM.
