Roll Call: Mayor Jessica Stockamp; Councilmembers: Vern Heidner and Tom Darkenwald. Absent: Councilmembers Doug Schroeder and Jason Warehime. Staff: Lori Johnson, City Administrator; Daniel Licht, City Planner; Ron Wagner, City Engineer; Andy MacArthur, City Attorney; Adam Flaherty, Finance Director; and Tam! Loff, City Clerk. Pledge of Allegiance: Mayor Stockamp led in the Pledge of Allegiance. 1. Open Forum. Special Presentation: CentraCare Health -Monticello. CentraCare Health -Monticello Administrator Mary Ellen Wells distributed materials and presented CentraCare Health-Monticello's annual update. Jerome Bauer, 6685 Odean Avenue NE, said he is here tonight regarding the firearm ordinance amendment and would like to speak at that time. Randy Carstensen, 11364 80th Street NE and Mary Valerius, 13701 70th Street NE said they also are here for that item. 2. Consider agenda approval. Mayor Stockamp requested to add a letter received from Kathy McClure to Item 3.10. CM Heidner motioned to approve as amended. Seconded by Mayor Stockamp. All in favor. Motion carried 3-0. 3. CM Heidner motioned to approve as amended with addition of letter to Item 3.10 Seconded by CM Darkenwald. All in favor. Motion carried 3-0. 4 Community Development: 4.1 PCR Queens LLC/Jump City: A Interim Use Permit to allow indoor hysical recreation facilities involving Inflatables. City Planner Licht presented the staff report. CM Heidner motioned to approve an interim use permit for Shawn Thompson/PCR Queens LLC to allow physical recreation at 5887 Queens Avenue subject to the conditions outlined in the findings of fact and decision dated September 10, 2015. Seconded by CM Darkenwald. All in favor. Motion carried 3-0. 4.2 Otsego City Campus 2nd Addition: A Zoning Map amendment rezoning a portion of the site from A-1 District to INS District. B. Preliminary/Final Plat amending the boundaries between two existing lots. City Planner Licht presented the staff report. CM Darkenwald motioned to approve a preliminary/final plat of the Otsego City Campus 2nd Addition and Ordinance 2015-08 amending the Zoning Map. Seconded by Mayor Stockamp. All in favor. Motion carried 3-0. 4.3 Firearms Discharge Ordinance. City Planner Licht presented the staff report. The City has two issues related to the Firearms Discharge Ordinance that requires discussion and possible action. The first relates to discharge of a firearm within the designated No Discharge Zone for the purposes of addressing diseased, injured or dangerous animals. The second issue relates to hunting within designated Wildlife Management Areas and the 500 foot separation between the discharge of a firearm and adjacent buildings, pastured animals or collector/arterial streets required by the City Code. City staff has drafted language to be added to the City Code that would exempt the Wildlife Management Area from the 500 foot separation requirement for hunting when allowed in accordance with state laws. After discussion at the Administrative Subcommittee City staff has also drafted an amendment to the Archery Equipment section to reduce the required separation from 500-200 feet. Mary Valerius, 13701 Vh Street NE, stated he is for the amendment he said he has been hunting out there for years and there has never been a problem. He feels it's just new owners that come in and are not aware. Jerome Bauer, 6685 Odean Avenue NE, stated he is for the amendment and also said the city spent money on the signs and they are shot up. He stated he is against hunters that are doing things illegally. 2 Randy Carstensen, 11364 80th Street NE, stated he is for the amendment. He said regarding the discharge situation, he had to put down his dog when attached by a Rottweiler and he spoke of coyotes close to his home. He also said he has been tracking a bobcat within the area. CM Heidner motioned to approve Ordinance 2015-07 amending the City Code related to the use of a firearm including archery equipment. Seconded by CM Darkenwald. All in favor. Motion carried 3-0. 5 City Council Reports and Updates. 5.1 Approve claim list for Metro Appliance Recycling. Mayor Stockamp motioned to approve. Seconded by CM Darkenwald. All in favor. Motion carried 3-0. Other: CM Heidner asked if the fog sealing application was different this year. City Engineer Wagner said no it was due to the humidity. CM Darkenwald said he would like to acknowledge and congratulate Mayor Stockamp for the local impact award she won this year for the Susan G. Komen 3-Day Walk. He further stated he would like to see something printed in the Otsego Newsletter because it is a good thing for the community. There was also discussion on sending a news release to the Star News. The City Council concurred. Mayor Stockamp invited City Council and Parks and Recreation Commission members to attend a small memorial presentation on Saturday, September 19 at 4:30 PM presented by TRSA for the Dale Lehrke family. 6 Staff Reports and Updates. City Administrator Johnson said at the September 28 meeting she would like to schedule the Utility budget and CIP meetings. CM Heidner asked if we know the attendance for Saturday's Otsego Prairie Festival. City Planner Licht said that Parks and Recreation Manager Demant has estimated around 8,000. Mayor Stockamp said she would like in the next newsletter a thank you to the Otsego Festival Committee. 7. Adjourn. CM Darkenwald motioned to adjourn. Seconded by CM Heidner. All in favor.
