ROLL CALL: Present: Chair; Carl Swenson, Commission Members; Ing Roskaft, Bruce Rask, Richard Nichols, Arleen Nagel, Eugene Goenner, Bill Jones. Jim Kolles, excused absence. Council Representative: Vern Heidner Staff: Bob Kirmis, City Planner, Elaine Beatty, City Clerk/Zoning Administrator, Carol A. Olson, Secretary 2. Consideration of the Planning Commission Minutes of .lune 4, 1997: Eugene Goenner - On page five (5) under Any Other Business, regarding Comp Plan update, It should read "The request was made of Council Representative Vern Heidner to bring this to the next City Council meeting for direction and guidance. CM Heidner agreed to do so." EUGENE GOENNER MOTIONED TO APPROVE THE JUNE 4, 1997, PLANNING COMMISSION MINUTES AS READ WITH ADDITION STATED ABOVE. SECONDED BY RICHARD NICHOLS. ALL IN FAVOR. Kenneth and Janet DeWitt have requested approval of a Conditional Use Permit to allow construction of more than one detached accessory building. Chair Swenson asked the City Clerk if the proper publishing and posting had been made. Elaine Beatty answered yes. Mr. Kirmis - The applicants wish to construct a 26 X 36 foot (1,008 sq. ft.) detached accessory building approximately 20 feet to the west of their single family residence. The building is to include a 728 square foot two stall garage and 28 square foot"patio" area. The proposed building is not to be used for home occupation/commercial related activities or the keeping of animals. The primary issue is related to front yard setbacks. The only structure allowed in front of your house is the garage. The proposed patio portion of the building does lie within the front yard. The Ordinance does allow for decks etc. (see Exhibit C attached) PLANNING COMMISSION MEETING of June 18, 1997 cont'd Page 2 Included in NAC's report, condition number three gives three options regarding the patio. The applicant recognizes that future sanitary sewer service could necessitate relocation or removal of the proposed structure. NAC recommends approval of the Conditional Use Permit subject to nine (9) conditions listed in NAC's report dated May 28, 1997 which Mr. Kirmis read. Chair Swenson went over the formal procedure for a Planning Commission Hearing and asked the applicant for any comments. Mr. Kenneth DeWitt - Would like to keep the patio as presented, but doesn't oppose some changes, if necessary. Chair Swenson opened the Hearing to the public. No one wished to be heard. Brought back to Planning Commission for questions. There were none. Chair Swenson closed the Hearing. BILL JONES MOTIONED TO APPROVE REQUEST FOR A CUP. BRUCE RASK SECONDED. Eugene Goenner suggested amending the motion to add the conditions from NAC's report. BILL JONES MOTIONED TO AMEND THE MOTION TO ADD THE NINE CONDITIONS FROM NRC's REPORT. EUGENE GOENNER SECONDED THE AMENDMENT. ALL IN FAVOR. AMENDED MOTION CARRIED. This will be on the June 30, 1997 City Council meeting. 4. Any Other Planning Commission Business: There was none. 5.
